Corrupt legacy of Kulginov – who owns Taldykol (Part 6)

The FBRK editorial team continues its analysis of the privatised plots located on the territory of the Maly Taldykol lake group and their owners. Previously, we examined who owns the plots north of Syganak Street, near the «Mechta» Shopping Centre and opposite the «Zelyony Kvartal» Residential Complex and some plots south of Rozy Baglanovoy Street, for the construction of a tourist quarter. In this part, we will continue to report on the owners of the coastal areas.

Plot 21-320-135-4704 (area 2.1015 hectares), located south of Syganak Street near the «Citylake» Residential Complex, belongs to KazStroy PLC LLP on the basis of temporary paid short-term land use for the construction of a multifunctional residential complex (MRC) with built-in premises, a kindergarten and a car park. The company's first manager is Yerlan Dosanov, and the founder is Serikbolsyn Kairgeldin.

In September 2023, KazStroy PLC LLP was fined over 700 thousand tenge for violating the requirements of the legislative act of the Republic of Kazakhstan on shared participation in housing construction. Specifically, the Partnership advertised the sale of apartments at the site by placing incomplete information on its website, for which it was held administratively liable. 

Sat Group Construction LLP has owned 2 plots in this area since June 2021 on the basis of temporary paid long-term land use for the construction of an MRC with built-in premises, a kindergarten, a clinic and a car park. These are plots 21-320-135-4774 and 21-320-135-4777 with a total area of 2.6879 hectares. As is known, the founder of the Partnership is Gabit Satvaldiyev

Furthermore, Mr. Satvaldiyev is the first manager and founder of Astana Construction LTD LLP. This Partnership owns plot 21-320-135-4920 (area 2.1015 hectares) under similar rights for the construction of an identical residential complex. 

Plot 21-320-135-5174 (area 2.3020 hectares), south of Syganak Street near the «Citylake» Residential Complex, has belonged to Elorda kurylys kompaniyasy LLP since September 2021 on the basis of temporary paid long-term land use for the construction of an MRC with built-in premises and a car park. 

According to data from the Kompra.kz service, the aforementioned Partnership has over 1,500 court proceedings, as well as two bans on registration actions: one since May 2023 from the territorial department for the enforcement of non-property claims, and another since August 2023 from the territorial department of the «Saryarka» district for the enforcement of judicial acts of the capital's Department of Justice.

Plot 21-320-135-4747 (area 4.7921 hectares), located south of Uly Dala Avenue, has belonged to Astana Mineral LLP since March 2021 on the basis of temporary paid long-term land use for the construction of a multi-apartment residential complex (MRC) with a kindergarten and a car park. The manager of the Partnership is Bakhtiyar Kurmanov, and the founder is the well-known BI Development Astana LLP.

In November 2017, Astana Mineral LLP was held administratively liable for failing to send a notification to the authorised body about the start of construction and installation works. The administrative fine amounted to over 90 thousand tenge. 

Nearby is plot 21-320-135-4580 (area 1.3622 hectares), belonging to North Land LLP since August 2021 on the basis of temporary paid long-term land use. 

The intended purpose of the plot is the construction of an MRC with built-in premises and a car park. The land use term expires in March 2026. The manager of the Partnership is Almas Galimardanov, and the founder is Galimzhan Kopishev.

In September 2022, North Land LLP was held administratively liable due to identified violations. Specifically, the Partnership began construction and installation works without notifying the authorised body. The administrative fine amounted to over 76 thousand tenge. 

Additionally, North Land failed to comply with the order to eliminate the violations within the deadline, for which it was held administratively liable and fined around 214 thousand tenge. 

K-6 LLP owns plot 21-320-135-4707 (area 0.7610 hectares) since December 2021 on the basis of temporary paid long-term land use for the construction of a «Household Services Building» and an entertainment centre. The manager of the Partnership is Bakhtiyar Abdukarimov, and the founder is Sabyr Lepes

Nomad Stroy Company LLP owns as many as 11 plots (total area 34.1575 hectares), located south of Uly Dala Avenue. 

Specifically, plots 21-320-135-4768, 21-320-135-4775 and 21-320-135-4769 (total area 31.0886 hectares) were transferred to the ownership of the Partnership in June 2021 on the basis of temporary paid long-term land use for the construction of an MRC. 

The other 8 plots were acquired by «Nomad Stroy Company» later, in May 2022, for the construction of similar residential complexes. These are plots 21-320-135-5408, 21-320-135-5412, 21-320-135-5403, 21-320-135-5405, 21-320-135-5402, 21-320-135-5413, 21-320-135-5401 and 21-320-135-5400 (total area 3.0689 hectares). The land use term for the last one expires in February 2027.
