The FBRC editorial team continues its analysis of privatised plots located within the territory of the Maly Taldykol lakes group and their owners. Previously, we examined who owns some plots north of Syganak Street, near the 'Mechta' shopping centre and some plots south of Syganak Street, opposite the 'Zelyony Kvartal' residential complex. In this part, we will continue to report on the owners of the aforementioned area, and also examine the plots south of Roza Baglanova Street, designated for the construction of a tourist quarter.
Plot 21-320-135-5819 (area 1.2 hectares), located south of Syganak Street, opposite the 'Zelyony Kvartal' residential complex, has belonged to the LLP 'AstanaInvest City Centre for Investment Development' since August 2022 under the rights of temporary compensated long-term land use for the construction of a multi-apartment residential complex with a built-in pre-school institution.
This LLP also owns the large plot 21-320-135-5788 (area 57.6645 hectares) in the area of the intersection of Uly Dala Avenue and Ch. Aitmatov Street since February 2022. The intended purpose of the plot is the construction of a multi-functional tourist area. The land use term is approaching its end in December 2026.
Furthermore, since April 2022, the LLP 'AstanaInvest City Centre for Investment Development' has owned 3 plots (total area 5.8944 hectares) under the rights of temporary compensated long-term land use, also for the construction of a multi-functional tourist area. These are plots 21-320-135-5286, 21-320-135-5292 and 21-320-135-4673 south of R. Baglanova Street. The land use term for plot 21-320-135-5292 ends in December 2026.
The LLP 'AstanaInvest City Centre for Investment Development' also owns 7 plots under similar rights. These are plots 21-320-135-5719, 21-320-135-4687, 21-320-135-4678, 21-320-135-5352, 21-320-135-5353, 21-320-135-5373 and 21-320-135-5379 with a total area of 67.6749 hectares.
According to data from the Kompra.kz service, the LLP 'AstanaInvest City Centre for Investment Development' is a subsidiary of the 'Department for Investment and Entrepreneurship Development of Astana City' State Institution, specialising in consulting on commercial activity and management. The first head of the LLP is Askhat Bekeyev.
An equally interesting detail is the fact that since 2017, according to data from the public procurement portal, AstanaInvest has concluded contracts exclusively with the 'Department for Investment and Entrepreneurship Development of Astana City' State Institution. Consequently, the state institution pays for the services of its own subsidiary organisation from budget funds. For example, in 2023 alone, the 'Department for Investment and Entrepreneurship Development of Astana City' State Institution paid AstanaInvest over 1.6 billion tenge.
Plot 21-320-135-5539 (area 2.2509 hectares) is located south of R. Baglanova Street and has belonged to the JSC 'Astana-Technopolis' since February 2020 under the rights of temporary compensated short-term land use. The intended purpose of the plot is the construction of a multi-functional tourist area.
JSC 'Astana-Technopolis' also owns 5 plots since February 2020 under the rights of temporary compensated long-term land use for the same purpose. These are plots 21-320-135-5288, 21-320-135-5289, 21-320-135-5290, 21-320-135-4679 and 21-320-135-4674 (total area 19.2268 hectares).
Additionally, JSC 'Astana-Technopolis' owns 8 plots under the rights of temporary compensated long-term land use. These are plots 21-320-135-5374, 21-320-135-4685, 21-320-135-4692, 21-320-135-5423, 21-320-135-5789, 21-320-135-5376, 21-320-135-4676 and 21-320-135-5226 with a total area of 49.3445 hectares. The latter, in particular, is for the construction of a school with a kindergarten. Its land use term is approaching its end in October 2026.
As is known, the sole shareholder of JSC 'Astana-Technopolis' is JSC 'SPK Astana', which is fully owned by the akimat of Astana city.
Plot 21-320-135-5112 (area 0.6215 hectares) has belonged to the LLP 'Turstroy' since December 2021 under the rights of temporary compensated long-term land use for the construction of a multi-apartment residential complex with a built-in pre-school institution, parking and other premises.
LLP 'Turstroy' (construction of residential buildings), first head - Yerbol Tortayev, founder – construction company LLP 'NeoStroy-NM'. In September 2023, this LLP was fined 725 thousand tenge for advertising the residential complex 'WEST SIDE' in violation of the legislation of the Republic of Kazakhstan 'On shared participation in housing construction'.
Plot 21-320-135-5113 (area 0.7573 hectares) has been owned since December 2021 by the LLP 'Oda Stroy-1' under the rights of temporary compensated long-term land use for the construction of a similar multi-apartment complex.
LLP 'Oda Stroy-1' (construction of residential buildings), first head - Aslan Kalakanov, founder - construction company LLP 'CityStroy-NM', also owned by Aslan Kalakanov, Bagdatbek Ospanov and Nurberik Asanov.
In June 2023, LLP 'Oda Stroy-1' was fined 60 thousand tenge for starting construction and installation works without notifying the authorised body.
Plot 21-320-135-5111 (area 0.4878 hectares), south of Roza Baglanova Street, has belonged to the LLP 'Rost Invest-1' since December 2022 under the rights of temporary compensated long-term land use for the construction of a multi-apartment residential complex with a built-in pre-school institution and parking. The land use term ends in August 2026.
LLP 'Rost Invest-1' (construction of residential buildings), first head - Bekzat Botagarayev, founder – LLP 'Stroygrad-NM'. In October 2022, LLP 'Rost Invest-1' was fined 54 thousand tenge for starting construction and installation works on a residential complex without notifying the authorised body.
LLP 'Bartok' owns 3 plots under the rights of temporary compensated long-term land use. These are plots 21-320-135-5110, 21-320-135-5110 (for the construction of a multi-apartment residential complex with a built-in pre-school institution and parking) and 21-320-135-5583 (for the temporary storage of construction materials with subsequent landscaping) with a total area of 2.1349 hectares.
LLP 'Bartok' (construction of residential buildings), first head - Dias Taukeybai, founder – construction company LLP 'Aidana stroy', whose owners are also Dias Taukeybai, Adilkhan Barak and Nurlan Muslim.
This LLP has a debt under enforcement proceedings to a certain Ivan Sopidi, LLP 'Sakina-KZ' and LLP 'Akmola-Beton' totalling approximately 64 million tenge, as well as 3 prohibitions on registration actions since August 2023.
In May 2023, the LLP received an administrative fine of 60 thousand tenge for construction on the site 'Residential complex with a built-in pre-school institution and parking on the land plot' without notifying the control body.
LLP 'SPC Harmony Schools' owns 2 plots under the rights of temporary compensated short-term land use. These are plots 21-320-135-5321 (for the construction of a school for 750 places) and 21-320-135-5621 (for the construction of a kindergarten for 160 places) with a total area of 3.3231 hectares.
LLP 'SPC Harmony Schools' (primary and general secondary education), first head and founder - Timur Yeshchanov. The private company WALD Ltd. (rental and management of own real estate) is also a founder of this LLP.
Connoisseurs of hockey will probably be familiar with the surname of Mr Yeshchanov. He is a goalkeeper for the Astana Amateur Hockey League (AAHL), and also appears in LLP 'WALD Education', LLP 'VNG Carriage Industry', LLP 'Novus Trade', LLP 'East Trade', Private Company SPM Global Trade LTD., Private Company Greenhouse Development Company LTD., LLP 'Puctum Legal Partners' and the Public Association 'Alumni Club of the Karaganda Kazakh-Turkish Lyceum "Made in KTL"'.
In October 2022, LLP 'SPC Harmony Schools' was fined 77 thousand tenge for construction and installation works on the 'School for 750 places' site without notifying the authorised body responsible for state architectural and construction control.
Plot 21-320-135-3251 (area 0.7767 hectares) has belonged to the LLP 'BAZIS-A Corp.' since September 2017 under the rights of temporary compensated long-term land use, the term of which is approaching its end in September 2027. The intended purpose of this plot is the construction and operation of a multi-apartment residential complex with built-in premises and parking.
Subsidiary companies of one of the largest developers in Kazakhstan, LLP 'Bazis-A CORP.' also own 23 plots in this area.
Namely, LLP 'Ak Didar' owns 6 plots under the rights of temporary compensated long-term land use for the construction of multi-apartment residential complexes with built-in premises and parking. These are plots 21-320-135-3192, 21-320-135-4829, 21-320-135-3307, 21-320-135-5504, 21-320-135-3309 and 21-320-135-3416 with a total area of 7.0444 hectares. In particular, the land use term for plot 21-320-135-3192 (area 0.8027 hectares) expired in July 2023.
LLP 'Ak Didar-2' owns 12 plots under the rights of temporary compensated long-term land use for similar purposes. These are plots 21-320-135-4139, 21-320-135-4140, 21-320-135-3415, 21-320-135-3412, 21-320-135-3736, 21-320-135-3741, 21-320-135-3746, 21-320-135-3744, 21-320-135-3738, 21-320-135-3739, 21-320-135-3432 and 21-320-135-3414 with a total area of 7.3011 hectares. In particular, the land use term for plot 21-320-135-4139 (0.4283 hectares) expired in October 2023, and for plot 21-320-135-4140 (0.3770 hectares) – in March of the same year.
LLP 'Ak Didar-3' owns 5 plots under similar rights for the construction of multi-apartment residential complexes of the same type. These are plots 21-320-135-3710, 21-320-135-3711, 21-320-135-4903, 21-320-135-4904 and 21-320-135-4905 with a total area of 1.943 hectares. In particular, the land use term for plots 21-320-135-3710 (0.3238 hectares) and 21-320-135-3711 (0.6729 hectares) expired in July 2023.
Thus, the area for the construction of the tourist quarter, south of Roza Baglanova Street, is divided among several major landowners. LLP 'AstanaInvest City Centre for Investment Development' owns 11 plots with a total area of 131.2338 hectares. JSC 'Astana-Technopolis' - 14 plots with a total area of 50.8222 hectares. LLP 'Bazis-A CORP.' - 24 plots with a total area of 17.0648 hectares, of which 23 plots (16.2881 hectares) belong to subsidiary companies.
