The FBRK editorial team continues its analysis of privatised plots located within the group of lakes known as Maly Taldykol, and their owners. Previously, we looked at who owns some of the plots north of Syganak Street, near the TD «Mechta» shopping centre. In this part, we continue to report on the owners of the coastal area in this district.
For instance, plot 21-320-135-4871 (area 1.5000 hectares) has belonged to LLP «SAT Group Project» (construction of residential buildings) since July 2021 under the right of temporary, compensated, long-term land use. The intended purpose is the construction of a multi-apartment residential complex with built-in premises and parking.
According to data from the Kompra.kz service, the head of LLP «SAT Group Project» is Yerlan Nurmukhanbetov, and the founders are Gabit and Sunkar Satvaldiev. The LLP has a tax debt totalling approximately KZT 7.4 million.
Furthermore, Gabit Satvaldiev appears in LLP «Wanshengceramic», LLP «CBC Group», LLP «Astana Construction LTD», LLP «Astana Stroy LTD», LLP «New Company AST», LLP «Sat Group Construction», LLP «Fitness Palace», LLP «Kenada», LLP «Sat Group Project» and IE Palace. Sunkar Satvaldiev appears in LLP «Sat Build», LLP «Smart Construction KZ», LLP «Kaz Building», LLP «Sat Group Project» and IE Sivana.
On the territory of the group of lakes Maly Taldykol, the aforementioned companies received 21 plots for development. Moreover, LLP «Sat NS», whose founder is Gabit Satvaldiev, was previously held administratively liable under three articles: carrying out works without notification, without technical and author supervision, and conducting construction works without approved design and estimate documentation.
Plot 21-320-135-3805 (area 1.5267 hectares), located along the shoreline, belongs to RO «Astana and Almaty Diocese of the Orthodox Church of Kazakhstan» under the right of temporary, compensated, short-term land use. The land use term expired in September 2022.
Nearby is plot 21-320-135-4709 (area 0.1245 hectares). This plot has been the private property of LLP «Altayr Building» (construction of residential buildings) since May 2022, for the construction and operation of a multi-functional complex. The head and founder is Aidar Urazakov.
LLP «Mechta» owns two large plots. One of these, plot 21-320-135-4513 (area 0.2558 hectares), belongs to the LLP under the right of temporary, compensated, long-term land use for expanding the area for landscaping and organising parking (without the right of fencing or construction). The land use term ends in March 2070.
Plot 21-320-135-1250 (area 0.9463 hectares) has been in the private ownership of LLP «Mechta» (rental and management of own property) since December 2014. The TD «Mechta» shopping centre is located on this plot. According to data from the Kompra.kz service, the head of LLP «Mechta» is Andrey Shalagaev, and the founders are Yerem Arutyunyan, Shushanik Arutyunyan, Roman Arutyunyan, Anna Arutyunyan, Rima Usoltseva, Diana Andreiko, Liana Usoltseva and Natalya Zubenko.
Yerem, Shushanik and Roman Arutyunyan appear in such companies as LLP «Mechta», LLP «Mechta Market», LLP «Soyuz 12 Astana», LLP «New Investments» and LLP «Electronika-E 1». Their close associate Rima Usoltseva, in addition to the aforementioned companies, is part of the management of LLP «Liana».
Plot 21-320-135-4708 (area 0.2113 hectares) has been the private property of LLP «Aspan Astana Qala» (purchase and sale of other real estate) since April 2023 for the construction and operation of a multi-functional complex. The head is Kanat Mukhamedzhanov, and the founder is Assel Kazhieva.
The previously mentioned LLP «Sensata Development» has owned three plots near the TD «Mechta» shopping centre since January 2021. These are plots 21-320-135-4645, 21-320-135-4643 and 21-320-135-4644 (total area 2.1338 hectares) for the operation of multi-functional complexes. The head of the company is Sergey Sheremetyev, and the founder is LLP «Sensata Construction» (construction of residential buildings), which is owned by Askar Duisenbaev and Tasbolat Abdullin.
