Kazakhstan has updated the rules for flights in civil aviation

Kazakhstan has updated civil aviation flight rules — the changes relate to safety requirements, crew operations and the use of flight data.

The Ministry of Transport of the Republic of Kazakhstan has approved a corresponding order, which updates the regulations in force since 2017.

BAN ON WORKING WHILE INTOXICATED

According to the document, the changes aim to bring the rules in line with international standards. The regulations establish a ban on performing duties while under the influence of alcohol, drugs or substance abuse.

Individuals involved in the operation and support of flights, when such cases are identified, are subject to suspension from work. A definition of ‘fatigue’ has also been introduced as a condition that may reduce performance and affect flight safety.

RESPONSIBILITY FOR FLIGHT MANAGEMENT

The document clarifies the distribution of responsibility for flight management.

Responsibility rests with the operator, the commander of the aircraft (PIC), as well as the flight dispatcher, if their involvement is provided for by the control system.

In the event of an emergency, the flight dispatcher must act within established procedures and provide the crew with the necessary information.

REQUIREMENTS FOR DATA AND RECORDERS

The procedure for using data from onboard recorders has been clarified.

Recordings from CVR, FDR and other systems may only be used as part of aircraft accident investigations or for the purposes of ensuring flight safety. Requirements for the protection of such data are also stipulated.

ADDITIONAL TECHNICAL STANDARDS

New definitions and clarifications have been introduced into the rules, including:

  • classification of emergency locator transmitters (ELT);
  • use of night vision systems (NVG and NVIS);
  • a number of concepts related to the operation of aircraft.

The rules also include provisions relating to aerodrome operating minima based on characteristics (PBAOM), as well as requirements for the implementation of safety management systems (SMS) for certain categories of operators.
