WHAT CHANGES HAVE BEEN MADE TO THE RESTRUCTURING RULES
One of the key innovations is the expansion of the list of methods for restructuring budget loans. The updated rules allow for the full or partial write-off of penalties — fines and late payment charges, accrued on the debt.
Previously, restructuring was mainly limited to changing repayment terms and schedules. The new version of the rules allows for the settlement of debt on penalties within the procedure for changing lending conditions.
This provision may apply when settling the debts of borrowers who have accumulated penalties on budget loans. The document does not specify which categories of borrowers can use this procedure.
CHANGE IN THE DECISION-MAKING PROCESS

In the updated version, a number of decisions on adjusting lending conditions can be made by the Ministry of Finance of the Republic of Kazakhstan as part of internal departmental procedures.
THE RULE ON EARLY REPAYMENT
Separate changes relate to the mechanism for early repayment of budget loans. According to the new provision, when a loan is repaid early, the first three consecutive payments under the schedule are not subject to change.
