The rules for registering applications in the URDR have been updated in Kazakhstan.

Kazakhstan has updated the rules for recording reports of offences and maintaining the Unified Register of Pre-Trial Investigations (URPTI). The changes introduce automatic registration of messages from electronic services, adjust offence statistics, and clarify the procedure for electronic access to case materials for participants in proceedings.

AUTOMATIC REGISTRATION OF REPORTS

According to Order No. 37 of the Prosecutor General dated 28 February 2026, a provision has been added to the rules for the automatic registration of reports of offences received from electronic services and internet resources integrated with the URPTI.

Where technically possible, such reports will be recorded in the Information Recording Log (IRL) by software means. This reduces the intermediate stages between the submission of a report and its registration.

SEPARATE STATISTICS FOR BUSINESS REPORTS

Changes have been made to the appendices to the rules concerning statistical reporting. In particular, indicators have been added to account for complaints and petitions from business entities.

As noted in the document, this will allow prosecutorial authorities and government bodies to analyse the practice of handling such reports by department and region.

REVISION OF OFFENCE RECORDING IN PUBLIC PLACES

The amendments also clarify the criteria for classifying crimes as offences committed in public places.

A number of offences related to crimes committed remotely, including certain offences in the field of information and communication technologies, have been excluded from this statistic.

Such a distinction will allow for a more accurate reflection of the level of street crime.

ELECTRONIC ACCESS TO URPTI MATERIALS

Updated paragraph 57-1 regulates the electronic access of participants in proceedings to information via the 'public sector' of the URPTI.

Where an electronic digital signature (EDS) is held, participants can view procedural decisions subject to service, as well as submit complaints and petitions in electronic format.

At the same time, the scope of available information continues to be determined by the person conducting the pre-trial investigation, in accordance with the requirements of criminal procedural legislation.
