Residents of building No. 80 on Koshkarbayev Street in Astana contacted the FBRK editorial office. At the time of their contact (19 July), they had been without hot water for three days. The reason is an incomplete collection of funds for preparations for the 2025–2026 heating season. Money is being collected outside of official receipts, which raises questions about the actions of the management company and the resource supply organisation.

According to a notice placed in the building's entrance, JSC «Astana-Tep Transit» required the work to be completed by 20 June. In the event of non-compliance, a restriction of hot water supply was permitted from 14 July. According to their data, the work was not carried out.

The contractor carrying out the work is IE Azimut, which provided a commercial proposal for an amount exceeding 1.2 million tenge. The collection is being done manually — via transfers and cash, rather than through the Unified Settlement Centre (ERC). Lists of apartments and payment statuses are being published in chat groups.

Hot water has been cut off to the entire building until full payment is made. One resident noted that he bought an apartment in autumn 2024 and the fee for it had already been paid. He considers this form of collection non-transparent and the blanket disconnection unfair towards those who have paid.
The situation raises a number of questions: Is it legal to cut off water to the entire building? Why is the collection of funds organised outside the official payment system? And is it possible to ensure water supply to those who have already paid their share?
The FBRK editorial office has sent official requests to the district akimat and JSC «Astana-Tep Transit» for relevant comments.
