In Astana, a long-term construction project has been flooded — the ZhanaArka residential complex. Groundwater has risen to the level of the second floor, flooding the basements both on the construction site itself and in neighbouring houses.
According to ORDA, residents note that water has not entered the apartments but has flooded the underground premises. The issue is particularly acute for equity holders who have been unable to secure the completion of construction for several years.

According to the Akimat of Astana, the developer of the residential complex is BBS Gold LLP, which has encountered funding problems, leading to the suspension of construction. Work on the site began in 2022, but active construction has been extremely rare during this period.
"We lived next to this house on Kordai, 87, a long-term construction site with no workers. In all three years, I only saw builders three times, and even then they worked for a week and then disappeared. They're building it carelessly; they did some insulation work, and it all blew into the neighbouring residential building," reads one of the reviews in the 2GIS app.
It has become known that the issue of the residential complex was discussed at a meeting of the interdepartmental commission of the Akimat of Astana on equity participation matters.
"A housing construction cooperative, 'Kordai 89' (HCC), has been established from among the affected equity holders. Law enforcement agencies have filed a lawsuit in the interests of the equity holders to recover the unfinished building in favour of the aforementioned HCC for independent completion of construction," the city administration reported.
In its three and a half years of existence, BBS Gold LLP has paid only 917 thousand tenge in taxes. The founder of the Partnership is the Transstroy company, which has been operating in the market for 27 years but with similarly low tax contributions.
It is noted that there is a freeze on Transstroy's accounts and property, a ban on registration actions, and its director is prohibited from leaving the country. The total amount of debts under the company's enforcement proceedings exceeds 50 million tenge.
