Ministry of Transport launches road projects worth 4.6 trillion tenge

The Government of Kazakhstan is implementing a programme to renew the road network as part of a directive from the Head of State. By 2029, it is planned to carry out medium-term repairs on 10,000 km of roads. Over the next three years, the implementation of projects worth 4.6 trillion tenge is envisaged.

WHAT VOLUMES OF WORK HAVE ALREADY BEEN COMPLETED

The Minister of Transport of the Republic of Kazakhstan, Nurlan Saurenbayev, reported at a Government meeting that by 2029, medium-term repairs on 10,000 km of roads will be carried out in the country.

According to him, 5,000 km have already been completed to date. By 2029, it is planned to repair another 5,000 km, which, as the minister noted, will ensure the full fulfilment of the set task.

WHAT PROJECTS WILL BE IMPLEMENTED IN THE NEXT THREE YEARS

In the coming three years, it is planned to implement projects in the road sector with a total length of 3,250 km. The volume of financing will amount to 4.6 trillion tenge.

The list of specific routes and regions is not specified in the meeting materials.

WHAT RESOURCES ARE BEING USED FOR CONSTRUCTION

As the minister stated, the country has the necessary raw material base for the implementation of road projects. This makes it possible to fully support construction work and improve its quality.

In regions with limited reserves of aggregate materials, technogenic mineral waste from large industrial enterprises is used.

WHAT EFFECT DOES THE MINISTRY OF TRANSPORT EXPECT

As noted by Nurlan Saurenbayev, the implementation of the projects should increase the country's transit capabilities and provide a direct economic effect. Specific figures are not given in the statement.

THE ROAD SECTOR AMID PUBLIC DISPUTES

It is worth recalling that earlier, the editorial board of FBK analysed in detail the situation with weight control on Kazakhstani roads. Over the 10 months of 2025, automated measurement stations (AMS) issued fines worth 4.4 billion tengethree times more than a year earlier. Following the intervention of the prosecutor's office, a review of some cases has begun.

Against the backdrop of large-scale investment in road infrastructure, the authorities are declaring the need to strengthen control over vehicle overloading. For example, in the Kostanay region in 2025, 103 billion tenge was allocated for road repair and construction, while regional authorities emphasised the importance of expanding the AMS network to record violations of weight parameters.

Since 1 January 2026, a regulation has been in effect in Kazakhstan banning the movement of three-axle dump trucks with a total mass exceeding 25 tonnes on public roads. The measure is aimed at reducing premature wear and tear on the road surface.

Thus, the development of road infrastructure is accompanied by a simultaneous tightening of requirements for the operation of freight transport, while the practice of using automated control has previously become a subject of public discussion.
