A statement was submitted to the anonymous FBRK bot by the chief specialist of the Transport Control Inspectorate for the Zhambyl Region, Nursultan Bulatbekov, regarding a large-scale corruption scheme within the capital's transport control structures.
According to the complainant, the leadership of the committees for road transport and transport control has organised a system of patronage for offenders, involving monthly extortion of between 200,000 and 300,000 tenge per heavy goods vehicle. The appeal, which was also sent to the National Security Committee, the General Prosecutor's Office, and the Ministry of Transport, names specific officials and provides a detailed description of the mechanisms used to falsify documents.
According to the document in question, in March of this year, Bulatbekov was sent on a business trip to Astana to reinforce transport control checkpoints. It is reported that during his time at the "Kuygen-Zhar" checkpoint, he drew up 56 administrative protocols, whereas his colleagues only filed 3-6 protocols over the same period.
The complainant alleges that Sultan Musagaliyev, head of the situational centre, and Gani Salmayev, head of the road transport control department, systematically patronise carriers who violate weight regulations. The scheme apparently involves sending inspectors from all regions of the republic on business trips ostensibly to strengthen controls, but in reality to legitimise a system of extortion.
The culmination was an incident on 18 March 2025, when seven cement trucks that were overloaded were stopped at the "Kyzyl-Zhar" checkpoint by the traffic police. According to Bulatbekov, these vehicles had passed unhindered through the "Kuygen-Zhar" checkpoint, where inspectors merely simulated checks on other vehicles. After the detention, Salmayev called the complainant, demanding he "turn a blind eye" to the violations, and upon being refused, threatened violence upon his return to Taraz.
Three hours after the detention, the owner of the cement trucks took the drivers away, having first removed the registration plates from the vehicles. Despite the seriousness of the violation, the situational centre took no action whatsoever. After Bulatbekov returned from his business trip, employees of the Transport Control Inspectorate (TKI) for the city of Astana allowed fictitious consignment notes to be drawn up and an incorrect calculation of the distance to be made — 20 km instead of the actual 200 km from Temirtau, which significantly reduced the amount of the fine.
Particular attention is paid in the statement to the scheme involving international transport permits — foreign permit forms (FPF), known in the professional sphere as "dozvol". With an official price of 3,932 tenge (1 MCI), these documents are resold on the black market for $500–2,500. According to Bulatbekov, dummy individual entrepreneurs and limited liability companies linked to Salmayev receive these forms without owning any vehicles and engage in their resale, creating an artificial shortage.
The complainant also points to characteristics of the management's personnel policy. According to him, Musagaliyev predominantly recruits employees from Aktobe, his hometown. Bulatbekov believes this has allowed the formation of a group of trusted individuals to implement corruption schemes.
The complainant claims that the head of the situational centre can delete video recordings from checkpoints, destroying the evidence. The appeal requests that the facts be checked and that the recordings for 17–18 March 2025 be seized.
It may be recalled that Bulatbekov previously accused the leadership of the Transport Inspectorate of the Zhambyl Region of a scheme involving the extortion of 50 million tenge per year. A pre-trial investigation was launched. However, an internal investigation did not confirm the allegations but did find disciplinary violations by the complainant himself and recommended that he be held accountable.
Bulatbekov's latest statement concerns the capital's transport control structures and contains specific facts with dates and names of officials. Whether measures will be taken to verify the stated facts remains to be seen.
