Contractors reworked substandard roads worth 100 million tenge in Almaty

In Almaty, following quality control checks of road works, contracting organisations re-did work worth around 100 million tenge at their own expense. This was reported by the head of the Almaty branch of the National Centre for Road Asset Quality Maulen Alipov.

According to the Kazinform news agency, 509 inspection checks of road works were carried out in the city this year. During the inspections, more than 1,385 samples of road construction materials were taken and tested, of which 447 did not meet regulatory and technical requirements.

The checks revealed 154 violations. Alipov noted that the rate of non-compliance of materials with requirements has decreased: in 2022 it was around 50%, while this year it stands at 32%.

Following the expert assessments, contractors rectified the identified defects at their own expense, which reduced risks for the client. Additionally, the Almaty Urban Planning Control Department sent seven requests, and one contracting organisation was held administratively liable and fined 1.7 million tenge.

Particular attention was paid to departmental expert reviews of medium repair projects. This year, the National Centre for Road Asset Quality reviewed 72 projects, covering more than 300 city streets. The review included an assessment of the validity and correctness of the project documentation.

At the same time, instrumental diagnostics of the street and road network are being carried out in Almaty. Using a mobile road laboratory, 839 km of streets were surveyed this year, with plans to conduct diagnostics on a further 2,257 km next year.

According to the City Mobility Department, in 2025 Almaty completed medium repairs on 300 km of roads, built 35 km of new roads, and repaired 30 km of pavements. The proportion of roads in good and satisfactory condition reached 95%.

Maulen Alipov also spoke about quality control for major infrastructure projects.

"When the transport interchange at the intersection of Seifullin and Zhansugurov streets was brought into operation, 8 inspections were carried out, 18 samples were taken, all of which met regulatory requirements. The warranty period for such structures is at least five years," he said.

New approaches are being applied in road construction, including experimental asphalt concrete mixes with polymer additives and hybrid compositions developed with the involvement of the scientific community.
