In Kazakhstan, an unlimited number of attempts to pass the driving test on a paid basis may be permitted. The new rule removes the current restriction and changes the procedure for obtaining licences.
WHAT WILL CHANGE IN THE TESTING RULES
The new measures were discussed at a meeting led by Minister of Digital Development, Innovation and Aerospace Industry, Zhaslan Madiev, jointly with the Ministry of Internal Affairs (MIA).
One of the key changes will be permission for an unlimited number of paid retake attempts. A minimum interval of at least 10 days between attempts has been set.
Currently, a restriction is in place: citizens are given 3 free attempts (two with an interval of 1 day, the third after 30 days). After this, retraining is required. It is noted that this system in some cases creates conditions for the illegal acquisition of driving licences.
WHAT TECHNOLOGIES WILL BE INTRODUCED
As part of a pilot project based at the branch of the National Testing Centre (NTC) in Astana, pilot testing of technologies to ensure academic integrity is planned.
In addition, the centre will conduct psychometric studies of the theoretical exam tests. The aim is to confirm their suitability for objectively assessing drivers' knowledge and skills.
Particular attention is being paid to the use of artificial intelligence technologies. Specifically:
- augmented reality technologies (AR) — during the theoretical exam;
- computer vision systems (Computer Vision) — for monitoring the practical exam.
It is noted that this will make it possible to record violations and reduce the possibility of using prohibited devices.
WHAT PENALTIES ARE PROVIDED FOR VIOLATIONS
Particular attention is paid to measures of liability. Rules for administrative penalties for violations during exams are being introduced.
This applies both to examinees and to persons facilitating the illegal acquisition of driving licences. This refers to the use of micro-earpieces, micro-cameras and other communication devices.
Disqualification from taking the theoretical exam for a period of one year is also envisaged.
HOW SYSTEM CONTROL AND SECURITY WILL BE STRENGTHENED
Digital solutions related to obtaining driving licences are planned to be included in the list of critically important information technology objects. This will strengthen liability for unauthorised interference, including criminal liability.
Furthermore, requirements for driving schools will be tightened. Licensing of their activities is planned. When assessing them, the quality of driver training and citizen feedback will be taken into account. In the event of poor results, the licence may be revoked.
