In Kazakhstan, plans are underway to increase the fine for a perfunctory technical inspection from 30 MCI (110,760 tenge) to 100 MCI (369,200 tenge).
"It should be noted that the consequences of a perfunctory (or failure to conduct a) technical inspection result in vehicles with technical faults being allowed on the road, which leads to an increase in road traffic accidents, including fatalities. In this regard, the fines must be proportionate to such offences", reported the press service of the Ministry of Transport.
In the event of a repeat offence within a year of the administrative penalty being imposed, withdrawal of the permit for the technical inspection operator's activity for a period of up to 3 years is envisaged.
"This draft law also provides for strengthening the requirements for the activities of technical inspection operators due to perfunctory inspections, including as a result of operators failing to meet the basic conditions for conducting a quality technical inspection. In this case, the strengthening entails a transition from a notification-based system to a licensing system", the statement said.
It is expected that the adoption of the amendments will improve the quality of mandatory vehicle technical inspections and reduce the number of unscrupulous technical inspection operators by at least half.
It is noted that this service is currently provided by around 960 technical inspection operators on the market.
