The Prosecutor General of Ukraine, Ruslan Kravchenko, travelled abroad in an official car overnight on 14 September 2026. Kravchenko himself stated that he was on a foreign business trip.
HOW KRAVCHENKO LEFT UKRAINE
According to sources at Ukrainska Pravda, Kravchenko crossed the border at around 2:30 on 14 September. His business trip to Lithuania was, preliminarily, used as the grounds for the journey.
Sources also reported that Kravchenko's wife crossed the border via Moldova at around 1:00 on 12 September.
WHAT KRAVCHENKO SAID
Before leaving, Kravchenko recorded a video address in which he announced suspicions concerning the director of the National Anti-Corruption Bureau of Ukraine (NABU), Semen Kryvonos, and a person he described as close to the head of the Specialised Anti-Corruption Prosecutor's Office (SAPO), Oleksandr Klymenko.
Kravchenko claimed that NABU and SAPO officers, during searches as part of operation "Carthage", unlawfully seized or copied materials from criminal proceedings concerning officers of these agencies. NABU and SAPO stated that no criminal case materials were seized during the search at the Prosecutor General's office.
Kravchenko also said that he was abroad on a business trip and intended to inform international partners about the situation in the Ukrainian anti-corruption system.
HOW NABU AND SAPO RESPONDED
In a joint statement, NABU and SAPO said that, as of the morning of 14 September, no suspicion had been officially served on Kryvonos. Thus, Kravchenko's statements and the position of the anti-corruption bodies diverge.
Separately, the Anti-Corruption Action Centre (ACAC) stated that Kravchenko's departure was possible only with the consent and permission of the President of Ukraine, Volodymyr Zelenskyy.
WHAT VOLODYMYR ZELENSKYY SAID
On the morning of 14 September, Zelenskyy stated that Kravchenko should be dismissed and called on the Verkhovna Rada to support his resignation as soon as possible.
At the same time, sources at RBC-Ukraine in the President's circle claimed that Kravchenko had acted without coordinating with the Office of the President. Kravchenko himself had previously described his decision to resign as political and stated that it was not an admission of any guilt.
Thus, as of 14 September 2026, Kravchenko is outside Ukraine, and his statements about suspicions concerning the head of NABU have not been confirmed by the serving of an official suspicion, according to NABU and SAPO. The question of his resignation must be considered by Parliament.
CONTEXT
Earlier, in the materials of a court hearing in the case of the head of the cyber department of the Office of the Prosecutor General of Ukraine, Serhii Kropyva, an episode connected with Kazakhstan appeared. According to the prosecution's version, Kropyva discussed the possibility of approaching the Kazakh side through the mechanism of international legal cooperation. The materials do not specify who exactly could have contacted the Ukrainian side in Kazakhstan.
Kropyva's case is linked to the investigation of the special operation "Carthage", which the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor's Office (SAPO) launched in September 2026. The investigation suspects members of an alleged criminal organisation of receiving improper benefit for non-interference in the activities of call centres.
