The management of the veterinary service of the Turkestan region is suspected of illegal payments amounting to 928 million tenge.

A scheme to embezzle budget funds totalling 928 million tenge has been uncovered in the veterinary system of the Turkestan region. Violations were found in the activities of the state utility enterprise with the right of economic management (SUE REM) "Veterinary Service".

HOW THE SCHEME OPERATED

The investigation established that during the period 2022–2025, managers and responsible employees of the enterprise knowingly entered false information into payment orders. This allowed budget funds to be unjustifiably transferred when purchasing goods and services.

The individuals used their own electronic digital signatures (EDS) to carry out transactions. At the same time, the documents listed the Taxpayer Identification Numbers (IIN) of the same business entities, but with changes to their names.

In reality, no services were rendered, and no goods were delivered.

CRIMINAL CASE AND SUSPECTS

Materials related to this incident have been registered in the Unified Register of Pre-trial Investigations (URPI) under Part 4 of Article 189 of the Criminal Code of the Republic of Kazakhstan (CC RK) ("Misappropriation or embezzlement of entrusted another person's property").

On 26 March, four officials — two former heads of the enterprise, a deputy director, and the chief accountant — were named as suspects and taken into custody.

Investigative actions are currently underway to establish the possible involvement of other officials. No further information is being disclosed in accordance with Article 201 of the Criminal Procedure Code of the Republic of Kazakhstan.

Earlier in the Turkestan region, a case related to violations in the veterinary sphere had already been considered. The Turkestan City Court found a group of individuals guilty of embezzling 271 million tenge allocated for the development of livestock farming.
