At Kazakhtelecom JSC, they explained why Telegram is not working for people in Kazakhstan. According to the company, there was a sharp drop in the messenger's traffic at international peering points, rather than in the operator's Kazakh network. The Ministry of Artificial Intelligence and Digital Development (MAIDD) confirmed users' reports and stated that specialists are investigating the causes of what happened. At present, the service has begun to gradually recover.
WHAT WAS FOUND AT KAZAKHTELECOM
Company specialists recorded a sharp drop in traffic towards Telegram at international peering points (direct exchange of traffic between the networks of different providers) in Frankfurt and Moscow. Within the area of responsibility of Kazakhtelecom JSC, no accidents or technical failures have been recorded; the network is operating as normal.
WHAT THE MAIDD RESPONDED
The Ministry of Artificial Intelligence and Digital Development also confirmed that there is a problem. However, the ministry did not state the causes of the outage.
"We are recording individual user reports related to the unavailability of the Telegram messenger. Technical specialists are looking into the situation," the department reported.
WHAT IS KNOWN ABOUT THE SCALE OF THE OUTAGE
For context, on the morning of 13 August, people in Kazakhstan experienced disruptions to Telegram. Users could not send messages or media files. Most complaints came from Astana, Karaganda, Pavlodar and Kostanay regions.
To determine the causes, Kazakhtelecom sent an official request to Telegram's administrative and technical team. The company promised to report further details once a response is received.
At the time of writing, access to Telegram in Kazakhstan had begun to gradually recover.
