Kazakhstan partially restricted electricity supply due to a failure in Uzbekistan

In the morning of 25 September, an automatic emergency shutdown of part of the consumers occurred in Kazakhstan following an emergency generation shutdown in the power system of Uzbekistan. The limitation of consumption in Kazakhstan's power system amounted to 962 MW.

WHAT HAPPENED

According to KEGOC JSC, at 05:02, generation with a capacity of 1516 MW shut down in Uzbekistan's power system. After this, there was a surge of power from the power system of Central Asia, which led to the separation of the North — South transit.

In Kazakhstan, emergency automation was triggered. It limited consumption by 962 MW to prevent further disruption of the power system's operating regime.

HOW OPERATIONS WERE RESTORED

At 05:43, parallel operation of the southern zone of the Unified Electric Power System of Kazakhstan and the United Power System of Central Asia with Kazakhstan's power system was restored.

After the restoration of parallel operation, a command was given to lift the restrictions for consumers. KEGOC noted that the emergency automation operated as intended.

WHAT IS KNOWN ABOUT THE FAILURE IN UZBEKISTAN

The Ministry of Energy of Uzbekistan recorded an emergency shutdown of capacity amounting to 1600 MW. The shutdown occurred at a new thermal power plant in Syrdarya Region, owned by the company EDF.

CONTEXT

On 14 August in Almaty and Almaty Region, a mass power outage occurred.

Reports of electricity disruptions also came from Kyrgyzstan and Tajikistan.

In connection with this, Prime Minister Olzhas Bektenov instructed that work be stepped up to improve the reliability of the power system.

Later, the Ministry of Energy of Kazakhstan reported that it had not known about the risks of such a scenario developing.
