The FBRK editorial office has received information that the construction company BI Group, during the construction of the Almaty residential complex "Amanat", seized part of a land plot belonging to boarding school No. 10 for children from low-income families.
The source reports that appeals to the competent authorities requesting a check into the legality of this situation yielded no results. However, we have identified the probable reasons for the inaction of the state bodies regarding these appeals.
The land plot in question, covering an area of 2.8 hectares, is located in the Bostandyk district of Almaty. The sole owner of the plot since October 2015 has been the State Institution "General Education Boarding School No. 10 for children from low-income families".

The intended purpose of the plot is also in order. Officially, the plot is designated for the operation and maintenance of the boarding school. We have also learned that since 2017, a subsidiary of BI Group, ASK Prestige LLP, has had the right to use this plot under an easement agreement.

Construction of the "Amanat" residential complex began in spring 2017. It appears that even at the initial stage of the residential complex's construction, the developer had a documented agreement for the use of part of the boarding school's land plot.
We might not have taken an interest in this story were it not for one strange detail – the boarding school is actually located in a different place. According to the 2GIS map, General Education Boarding School No. 10 for children from low-income families is located in the Medeu district of Almaty.
The land plot of 0.4 hectares, on which boarding school No. 10 for children from low-income families is actually situated, has the intended purpose of a medical and preventive building.
Until 2019, the plot belonged to the State Institution "City Specialised Children's Home No. 1". The current owner of the plot is the Department of State Assets of Almaty, and the right holder of the plot is Almaty SEC JSC.
It has not yet been possible to confirm with the boarding school itself why, despite owning a 2.8-hectare plot, it is located at a different address. We hope that the Almaty Akimat will clarify this situation in response to our official request.
Incidentally, Almaty Boarding School No. 10 was previously notorious for scandalous incidents that occurred within its walls. In October 2018, it became known that a teacher at this school had engaged in physical assault against a child. Shortly after the incident, the teacher was dismissed under the relevant article.
And in March 2023, a primary school teacher from the boarding school stated that the acting director had, over a long period, pressured her into an intimate relationship and subsequently raped her. Following the sex scandal, the head of the institution resigned.
We remind you that earlier, the FBRK editorial office found that another Almaty boarding school, No. 17, shares the territory of its land plot with a private car park. We tried to get to the bottom of the situation and also sent official requests to the relevant state bodies. We await their responses.
