Violations worth 20 million revealed in branches of Kazvodkhoz

The Ministry of Water Resources and Irrigation has identified violations related to the illegal use of water, inefficient use of water resources, and public procurement at branches of Kazvodkhoz.

According to the press service of the department, in the Kurtinsky district of the Almaty region, farms used irrigation water without concluding contracts with the local branch of Kazvodkhoz. The water was used to irrigate 100 hectares of sown area.

"Additional water losses on the canal were also identified due to the poor condition of some hydraulic structures. Thus, due to insufficient control by the branch management over the technical condition of the facilities, there is inefficient use of water resources and water accounting," the statement said.

At the same time, ministry employees identified violations of the law in the field of public procurement.

"The branch concluded 7 public procurement contracts from a single source in violation of legislation and internal regulatory documents. Previously, in July 2023, a contract for the provision of services for mechanised cleaning of the earthen part of the Left-Bank Main Canal was concluded in a similar manner for a total amount of 17.5 million tenge. That is, violations are being committed systematically," the statement said.

Following the inspection, the total amount of all identified violations amounted to approximately 20 million tenge.

"Materials on all identified violations have been sent to the relevant authorised bodies. Administrative fines have been imposed on the acting director of the branch for three offences. Also, as a warning, the acting director had previously been repeatedly brought to disciplinary responsibility," the statement said.

It will be recalled that earlier, following an internal audit, the director of the branch of the Republican State Enterprise 'Kazvodkhoz' in the Zhambyl region and the head of the Asinsky production site were dismissed from their posts. 

In July, the director of the branch and the head of the Shu-Talas Basin Inspectorate of the Zhambyl region were brought to disciplinary responsibility.

Shortly before this, an audit conducted in the region revealed about 10 instances of illegal use of water resources, as well as violations in contracts concluded with farmers for the supply of irrigation water.
