In the East Kazakhstan Region, officials unlawfully entered into contracts for emergency response from a single source worth 1.4 billion tenge.
"The prosecutor's office of the East Kazakhstan Region analysed the legality of contracts concluded by local authorities for public procurement to localise and eliminate the consequences of emergency situations, bypassing competitive procedures", the press service of the agency reported.
Following the inspection, prosecutors identified 78 unlawfully concluded contracts.
"It was established that during the period when these contracts were concluded, no state of emergency was declared; therefore, there were no grounds for concluding contracts from a single source", the statement said.
It became known that local authorities also purchased goods, works and services for snow removal, routine repairs of administrative buildings, the acquisition of de-icing agents, etc.
As a result, officials were brought to administrative responsibility for carrying out public procurement using a single-source method through direct contract conclusion, with a fine of 14 million tenge imposed.
