The Pavlodar Prosecutor's Office has identified violations in the area of public procurement by local state institutions and enterprises.
According to the agency's press service, clients repeatedly missed the statutory 30-day period for filing a lawsuit in court to declare suppliers dishonest.
It has been reported that this failure to act created conditions where dishonest procurement participants could evade responsibility, even if they did not fulfil the terms of the contract.
For example, the State Institution 'Aksu City Lyceum School' learned of a breach of contract terms by LLP 'KAZ SERVICE PVL' in August 2024, but filed a lawsuit five months later. As a result, the court refused to satisfy the claims due to the missed deadline.
Following a representation from the prosecutor's office, the Department of Internal State Audit brought the school director to administrative responsibility in the form of a fine.
It is noted that in total, 19 officials were brought to administrative responsibility for similar violations.
Recall that earlier, the Supreme Audit Chamber identified financial violations in the North Kazakhstan Region amounting to approximately 28.3 billion tenge, as well as ineffective planning and use of the budget totalling around 112.4 billion tenge.
It was noted that auditors established violations in the field of public procurement, including the conclusion of single-source contracts without tenders for about 5.5 billion tenge and non-compliance with restrictions on the transfer of work volumes to subcontractors.
