Owners of fake dental clinics are wanted for embezzling 46 billion tenge from the UAPF

The Financial Monitoring Agency (FMA) is searching for the owners of fake dental clinics.

According to the agency's press office, Aslan Duissenov, Gabbas Imanbayev and Yessimkhan Yeleshev are suspected of organising criminal schemes to illegally withdraw funds from the UAPF (Unified Accumulative Pension Fund).

It is reported that they withdrew more than 46 billion tenge by preparing fake medical documents under the guise of providing dental services.

The suspects used seven dental clinics in Aktau and Atyrau, which did not carry out medical activities and did not provide services to the public.

A pre-trial restraint measure in the form of custody has been selected in absentia for the individuals involved.

One of the suspects – Duissenov – was previously a police officer and was dismissed on negative grounds. In 2016, he was sentenced to five years in prison for driving someone to suicide and exceeding official authority.

It will be recalled that on 9 September, the chairman of the Financial Monitoring Agency, Zhanat Elimanov, reported to President Kassym-Jomart Tokayev on violations in the use of pension savings. According to his data, approximately 200 billion tenge was unjustifiably withdrawn from the UAPF under the guise of dental services.

Following this, on 15 September, Otbasy Bank temporarily suspended the acceptance of applications for payment of dental treatment using pension funds. On the same day in the Atyrau region, five criminal groups were identified that were helping to withdraw savings. More than 30 dental clinics were involved in the scheme.

On 16 September, the Ministry of Health submitted a draft order for public discussion, which will exclude the possibility of paying for dental services using the UAPF.
