Officials of the North Kazakhstan Region were held accountable following an inspection by the Higher Audit Chamber (HAC).

A number of officials at regional and district levels in the North Kazakhstan Region have been held disciplinarily responsible following a state audit by the Supreme Audit Chamber (SAC). This was reported by the department's press service.

The inspection revealed numerous violations of legislation, budget planning norms, and non-compliance with internal regulatory documents.

As a result of the audit, the heads of the region, including the akims of Petropavlovsk, Sergeyevka, as well as the Aiyrtau, Ualikhanov, Akzhar and Taiynsha districts, were instructed to consider the responsibility of employees who committed the violations.

Consequently, various disciplinary measures were applied to:

  • the akim of the Aiyrtau district; 
  • the deputy akim of Petropavlovsk; 
  • the deputy akim of the city of Sergeyevka; 
  • the deputy head of the Department of Construction, Architecture and Urban Planning of the regional akimat; 
  • the deputy head of the Department of Health of the regional akimat;
  • the deputy head of the Department of Passenger Transport and Highways of the regional akimat; 
  • the head of the sector of the Department of Construction, Architecture and Urban Planning of the Petropavlovsk akimat; 
  • the head of the Department of Architecture, Construction, Housing and Utilities, Passenger Transport and Highways of the Taiynsha district akimat; 
  • the heads of sectors of the Department of Architecture, Construction, Housing and Utilities, Passenger Transport and Highways of the Aiyrtau and Ualikhanov district akimats; 
  • the acting head of the Department of Housing and Utilities, Passenger Transport, Highways and Housing Inspection of the Akzhar district akimat.

In addition, at the instruction of the SAC, a plan was developed in the region to eliminate the identified violations. The document included the certification of regional highways.

At the end of November, following the inspection in the North Kazakhstan Region, SAC auditors reported financial violations amounting to approximately 28.3 billion tenge, as well as ineffective planning and use of budget funds totalling around 112.4 billion tenge.

Materials concerning 111 episodes were sent for the initiation of administrative cases, and some materials were handed over to law enforcement agencies. 

It will be recalled that earlier, the SAC refused to provide reports on inspections of 15 entities of the agricultural sector, including the Ministry of Agriculture. 

Agricultural expert and founder of the FBRK, Kirill Pavlov, sent an official request as early as 5 November, but instead of specific documents, he received only general conclusions about problems in the industry. After all set deadlines had passed, Pavlov filed a complaint against the actions of the department.
