The ex-head of Astana's ambulance station gets off with a fine for bribery.

In Astana, a court has sentenced the former head of the Municipal Emergency Medical Services Station, Murat Orazbayev. Two people were in the dock.

According to zakon.kz, the ex-director was accused of committing crimes under Article 366, Part 2 (Accepting a bribe on a significant scale) and Article 366, Part 3, Paragraph 4 of the Criminal Code of the Republic of Kazakhstan (Repeatedly accepting a bribe). 

Also involved in the case was Larisa Malinovskaya, the former chief paramedic of the city emergency medical services station. She was accused under Article 368, Part 2 of the Criminal Code of the Republic of Kazakhstan (Mediation in bribery).

According to the investigation, in 2022, two medical colleges and the ambulance station entered into cooperation agreements. Following this, Orazbayev summoned paramedic Malinovskaya, who combined her main job with teaching, to his office.

"Having invited Malinovskaya to his office, he demanded that she give him a bribe in the form of part of the money she would receive as a salary from the aforementioned colleges, in exchange for his overall patronage, including assistance in providing the opportunity to conduct paid training practice at the medical colleges," the court verdict stated.

It is reported that the chief paramedic, fearing she would lose her job, agreed. As a result, between 2022 and 2023, Orazbayev received bribes from Malinovskaya totalling 676,000 tenge.

"Between January 2022 and April 2023, chief paramedic Malinovskaya, having been appointed as a mentor, understanding that LLP 'R.' found it unprofitable to maintain a mentor for a small number of students compared to other colleges, agreed and trained their students together with students from other colleges. At the end of April 2023, Orazbayev, having learned the details of the contract signed with LLP 'R.', summoned Malinovskaya to his office to conclude a new contract with stipulated conditions regarding the provision of a clinical base," the verdict stated.

However, Malinovskaya informed Orazbayev that a new contract with different terms could not be signed because the training process had already begun, and 21 students of LLP "R." had completed their training alongside other groups.

"Having listened to Malinovskaya, Orazbayev, with the aim of obtaining a bribe in the form of money from representatives of LLP 'R.', and upon learning of the increase in the number of students completing their work placement there, told her of the need for her to pass him a bribe of 100,000 tenge for providing the opportunity for the academy's students to undergo practical training at the enterprise's clinical base, to which Malinovskaya agreed to act as an intermediary in bribery," the court document stated.

Subsequently, Malinovskaya called the deputy director of LLP "R." and informed her of Orazbayev's demand. The deputy director agreed. On 25 April 2023, Malinovskaya transferred the indicated amount to Orazbayev.

In the end, the court found Murat Orazbayev guilty and sentenced him to a fine of 36,161,600 tenge with a lifelong ban from holding positions in the civil service. Additionally, the court made a submission to strip him of his state award, the Order of "Kurmet"

Larisa Malinovskaya was also sentenced to a fine of 2 million tenge, with a lifelong ban from holding positions in the civil service. 

Recall that Orazbayev's detention was reported at the end of last year.
