In the Akmola Region, gross violations have been identified in the appointment of guardians for incapacitated citizens. Individuals with previous convictions and those with mental disorders were appointed as guardians.
According to the regional prosecutor's office, state bodies appointed citizens convicted of serious crimes, including murder, as guardians, which contradicts legal requirements. The law prohibits appointing individuals with an unexpunged or outstanding criminal record, as well as citizens with mental illnesses, as guardians.
As reported by the supervisory authority, in one case, a man previously convicted of murder was appointed guardian of two incapacitated citizens. In another case, a person diagnosed with schizophrenia was appointed guardian.
The inspection also revealed that the relevant authorities had not removed deceased citizens from the register: 28 deceased individuals continued to be listed on the database under the category of 'incapacitated'.
Following the prosecutor's intervention, the previously convicted guardians and individuals with mental disorders were removed from their duties. The data was brought into compliance, and the responsible officials were held accountable.
It will be recalled that in April, prosecutors in the Zhetysu region identified three security guards working in local schools who had criminal records. For example, one of them was previously sentenced to 11 years imprisonment for possession of narcotic drugs in particularly large quantities.
Furthermore, in one of the children's camps in the city of Tekeli, the prosecutor's office identified a medical worker who is registered with a diagnosis of paranoid schizophrenia.
It was also reported that a person convicted of murder worked in one of the kindergartens in the Pavlodar region for about five years. In other educational institutions, workers were found who had been charged with assault and battery.
