The case of the former leadership of the Zhambyl region police has gone to court

A court in Taraz has begun hearing criminal cases against the former deputy head of the police department Zhaiderbek Kuttybayev and the former head of the Talas district police Yerken Abayev. Kuttybayev is accused of large-scale fraud. Abayev is charged with complicity and bribery.

CORRUPTION SCANDAL AND INVESTIGATION

According to Ulysmedia.kz, a scandal surrounding the leadership of the regional police department erupted last autumn. At that time, the head of the department, Bakytzhan Malybayev, left his post.

According to the investigation, Zhaiderbek Kuttybayev is charged under points 1) and 2) of Part 3 of Article 190 of the Criminal Code of the Republic of Kazakhstan ("Fraud committed on a large scale by an official"). His subordinate Yerken Abayev is implicated under Part 5 of Article 28 of the Criminal Code of the Republic of Kazakhstan ("Types of accomplices in a criminal offence") and Part 2 of Article 367 of the Criminal Code of the Republic of Kazakhstan ("Giving a bribe on a significant scale").

At the start of the investigation, officers from the Ministry of Internal Affairs' internal security division demanded that Kuttybayev write a resignation report. He refused, after which charges were brought against him. Abayev was on the run for some time but later surrendered to the investigation.

CONTEXT

Darkhan Ualiyev worked as a traffic inspector in Karatau. The incident relates to the fact that he stopped the son of a local deputy, after which a complaint was lodged against him regarding "unlawful actions". Ualiyev's attempt to resolve the matter through his superiors was unsuccessful, after which he filed a report against Yerken Abayev and Zhaiderbek Kuttybayev. Soon after, Ualiyev was dismissed "on negative grounds".

WHO HAS BEEN RECOGNISED AS THE VICTIM

The former police officer Darkhan Ualiyev has been recognised as the victim in the case. The case file does not disclose details regarding the amount of damage or the circumstances of the crime.
