The akim of Atyrau region Serik Shapkenov held a meeting with residents of the Zhylyoi district in the city of Kulsary. The head of the region reported on the socio-economic development of the area and answered questions from the public. Particular attention at the meeting was paid to the construction of schools and kindergartens, modernisation of communal infrastructure and development of the district's road network.

NEW SCHOOLS AND KINDERGARTENS
Under the 'Igilik' programme, a kindergarten for 280 children has already been built in the village of Shokpartogai. In the village of Maikomgen, construction of a school for 300 pupils will begin in 2025. In Kulsary itself, two major projects — a school for 1,200 pupils and an educational innovation lyceum for 300 pupils — will be completed in the first quarter of 2026. To improve medical services in rural areas, a new medical outpatient clinic has been opened in the settlement of Karagai.
FLOOD CONSEQUENCES RESOLVED
Nine apartment buildings damaged by the spring flood of 2024 have been completely demolished. All residents have been moved into new homes. At the same time, 18 apartment buildings in Kulsary have been renovated. Next year, plans are in place to update the facades of residential buildings in five microdistricts of the city.

COMMUNAL NETWORKS REQUIRE MODERNISATION
In the city, power lines and transformers have been updated, and 4.3 km of street lighting has been installed in the Bolashak microdistrict. Significant changes are in store for the water supply and sewage system. In the district centre, a water treatment plant with a capacity of 18,000 cubic metres per day and a new pumping station are under construction. At the same time, main sewer networks are being modernised and the sewage system in the settlement of Zhana Karaton is being reconstructed.
Special attention is being given to ecology. In Kulsary, a project is being developed for a sewage treatment station for wastewater with a capacity of 10,000 cubic metres per day. Construction will begin in 2026.
ROADS AND TRANSPORT ACCESSIBILITY
In recent years, 134.3 km of roads in the district have been repaired, bringing the proportion of roads in good condition to 84.7%. To address congestion at railway crossings, a new crossing is planned in Kulsary — the project documentation is already undergoing expert review. In 2024, a major overhaul of the railway station was completed: the building and surrounding area have been brought up to modern standards.
To boost tourism, reconstruction of a 34-kilometre section of the 'Aqmeshіt' motorway has begun. Work is expected to be completed by November 2026.
DIALOGUE WITH THE PUBLIC
The meeting concluded with responses to residents' questions about the state of housing, roads and communal infrastructure. Serik Shapkenov also held a personal reception for citizens.
