The Akim of Atyrau Region Serik Shapkenov held a meeting with residents of the Kurmangazy District in the village of Suyunduk, where he presented the main results of the area's development and outlined plans for the coming years.
The head of the region spoke about the implementation of projects in housing construction, modernisation of communal infrastructure, development of transport links and social facilities, and also answered residents' questions about land reform and other topical issues.

HOUSING CONSTRUCTION AND RESETTLEMENT
In the village of Kadyrka, with the support of the international consortium North Caspian Operating Company (NCOC), construction of a 60-apartment residential building is being completed. For socially vulnerable categories of citizens, 107 apartments have been purchased, some of which have already been handed over to new owners. The resettlement of residents from three emergency buildings in the village of Kurmangazy has been completed, and the resettlement of three more buildings is planned in the near future. In the Shipazhai microdistrict and the village of Orly, utility infrastructure is being connected to more than 300 land plots, which will subsequently be provided to citizens on the housing waiting list.
MODERNISATION OF THE COMMUNAL SECTOR
A large-scale upgrade of electrical networks and street lighting systems is underway in the district. Projects in the villages of Koptogay, Akkol and Lazo have been completed, and the replacement of transformers, poles and power lines continues. Water treatment facilities in the villages of Bokeykhan and Kudryashovo are being modernised, which will provide quality drinking water for around 3,000 residents. Design and estimate documentation is being prepared for water supply systems in 11 settlements, with construction set to begin in 2026.

ROAD NETWORK AND TRANSPORT LINKS
Major repairs are continuing on the "Kurmangazy – Teniz – Birlik" road, with the main part of the route already having a new surface. Reconstruction of the "Akkol – G. Alipov – Zhylandy – 4th Crossing – Kigash" highway, spanning 43 km, is being completed. At the same time, access and intra-village roads are being built. Since December 2024, six scheduled buses have been operating on the "Atyrau – Kurmangazy – Atyrau" route, improving transport accessibility for the district. Construction of a modern railway station is underway in the village of Akkol.
SAFETY AND HEALTHCARE
To improve the level of safety in the district, 400 video cameras are being installed, including 44 speed cameras. The launch of the video surveillance system is planned for 2026. New fire stations have been opened in the villages of Bokeykhan and Suyunduk.
In the healthcare sector, new medical centres, feldsher-midwife points and outpatient clinics have been commissioned in 10 villages of the district. 7 ambulances have been supplied. An extension to house an MRI machine is being built at the district hospital, and major repairs are being carried out at the inpatient unit and polyclinic. A renovated social service centre for the population has been opened in the village of Kurmangazy.

EDUCATION AND BUSINESS DEVELOPMENT
In the villages of Kurmangazy and Akkol, two schools with 600 places each are being built, with completion expected by the end of this year. Renovation of 8 school buildings and construction of a children's health camp in the village of Zhatalap are planned. Satellite internet is being provided to remote schools.
Since the beginning of the year, 7 new business facilities have been commissioned in the district. Projects for the construction of a fish processing plant, a fish receiving workshop and camping sites are being implemented, which will provide over 200 jobs for the local population.
CULTURE AND SPORT
Construction of houses of culture has been completed in four villages of the district. The construction of cultural and leisure centres and sports complexes continues in a number of settlements, and new sports grounds have been brought into use.

THE ISSUE OF LAND REFORM
District residents raised the topical issue of the return and distribution of agricultural land. Serik Shapkenov emphasised that the principle of rational land use remains unchanged: unused plots must be returned to the state. They will then be allocated to those who are ready to work and use the land effectively. Legal matters have been fully worked through with lawyers. Returned plots will be distributed strictly in accordance with the law. The work to identify and return unused land continues and is under the personal supervision of the regional akim.
Following the meeting, residents raised issues concerning healthcare, road and educational infrastructure, water supply and electrification. Relevant heads of departments have been instructed to develop specific solutions. After the meeting, the regional akim held a personal reception of citizens.
