Residents of the Almaty region demanded the closure of a slaughterhouse due to an unpleasant odour

Residents of the village of Panfilovo in the Talgar District have demanded the closure of a nearby slaughterhouse, claiming they have been suffering from a strong unpleasant odour for several years. According to the villagers, the facility is located approximately 300 metres from residential homes.

WHAT HAPPENED

According to Ulysmedia.kz, residents went onto the facility's premises themselves after, they say, repeated appeals to state bodies failed to change the situation.

The villagers stated that they documented the unsanitary condition of the premises, animal waste, and a lorry with bags which, they claimed, contained animal entrails. According to the residents, the driver abandoned the vehicle and fled. The footage also shows contaminated rooms, containers with animal entrails, and scattered waste.

According to the residents, the problem has existed for many years. They claim that in the summer, the constant smell makes it impossible to open windows or stay in the yard.

WHAT THE AKIMAT SAID

After the video was published, the office of the akim of the Panfilovo Rural District issued an official statement.

The administration reported that a plot of land measuring 15.83 hectares, intended for servicing a general market and slaughterhouse, is privately owned by LLP «Airshir», and part of the facility's premises are leased out.

According to the akimat, the facility was originally located outside the settlement, but from 2009 to 2025 the village expanded significantly, resulting in the slaughterhouse falling within its boundaries. The administration also noted that the closure of the slaughterhouse is not within the competence of the rural district akim's office and that such matters are resolved by authorised bodies through the courts.

WHAT MEASURES HAVE ALREADY BEEN TAKEN

The akimat reported that a meeting was held on 17 July with the tenants of the facility. They were warned of the need to comply with sanitary and environmental standards, as well as to maintain cleanliness on the premises.

Furthermore, letters were sent to the Talgar District Sanitary and Epidemiological Service (SES) and the Talgar Veterinary Inspectorate requesting an unscheduled inspection of the slaughterhouse's sanitary condition, a report, and measures taken in accordance with the legislation of the Republic of Kazakhstan.

According to the administration, the authorised bodies should provide a further assessment of the sanitary condition of the facility. If violations are identified, measures will be taken in accordance with the law.

In March, residents of the village of Akmol in the Akmola Region reported a deterioration in living conditions due to the operation of a poultry farm. They said that the unpleasant odour, production waste, and insects pose serious problems for living there. The situation has been ongoing for several years and, according to the villagers, remains without a systematic solution.

A similar situation previously occurred in the Aktobe Region, where residents of the village of Aksazdy also complained about a dump of poultry manure near the settlement. They said the waste caused a strong smell and concerns about the state of the drinking water.
