A rural akim has been punished for violating competitive procedures in the Akmola Region

The prosecutor's office secured the annulment of the results of a land competition in the Akmola Region after identifying violations that affected the rights of Zere Agro Holding LLP. The Akim of the Ulginsky Rural District was held administratively liable.

HOW THE VIOLATIONS AROSE

According to the Akmola Region prosecutor's office, during prosecutorial support of an investment project in Birzhan Sal District, violations were identified during the competition for the provision of a land plot.

The Akim of the Ulginsky Rural District issued one of the participants a certificate of place of residence, the information in which did not correspond to the data of the state registration record. On the basis of this document, the land commission unjustifiably awarded the participant additional points, which influenced the results of the competition and violated the investor's rights.

WHAT PUNISHMENT THE AKIM RECEIVED

The district prosecutor's office took response measures after identifying the violations. Following consideration of the case, the court annulled the results of the land competition.

The Akim of the Ulginsky Rural District was held administratively liable under Part 1 of Article 173 of the Administrative Offences Code of the Republic of Kazakhstan for unlawful interference in entrepreneurial activity.

WHAT IS KNOWN ABOUT THE FURTHER IMPLEMENTATION OF THE PROJECT

The investment project worth 600 million tenge provides for the construction of a feedlot and the creation of 10 new jobs.

The prosecutor's office continues to monitor the issue of granting land to the company.

CONTEXT

In 2026 in Kazakhstan, around 400,000 violations of legislation were identified, and 627 civil servants were held disciplinarily liable.

At the same time, in Zhetisu Region alone, 2,179 violations were identified over six months. The largest share of appeals fell on three areas: education, land matters and housing and communal services.
