The prosecutor's office has declared unlawful an inspection of the company Qazaq Kaolin, which is implementing a project to build a mining and processing plant in the Akmola region. Three administrative proceedings against the company were also discontinued.
WHY THE INSPECTION WAS STOPPED
According to Ulysmedia.kz, a state body initiated an inspection of the company for compliance with migration legislation. However, the agency did not specify which particular body carried out the control measures.
As explained by the prosecutor's office, the inspection had not been coordinated with the prosecutorial authorities and had not undergone mandatory registration. In this regard, it was declared unlawful.
WHAT THE PROSECUTOR'S OFFICE REPORTED
The supervisory body reminded that under the "prosecutorial filter" mechanism, all decisions by state bodies to conduct inspections, initiate administrative proceedings, apply permitting and restrictive measures, and refer matters to court with respect to investors are subject to mandatory coordination with the prosecutorial authorities.
For this reason, three administrative proceedings against Qazaq Kaolin were discontinued. It is also noted that officials who initiated the inspection may face liability.
WHAT IS KNOWN ABOUT THE COMPANY
Qazaq Kaolin is building a mining and processing plant at the Alexeyevskoye deposit in the Akmola region. The project cost amounts to 5.8 billion tenge.
Since December 2025, the company's Board of Directors has been chaired by Bauyrzhan Baibek. In addition, the company's owners are listed as Kydyrgali Baibek and Bekzat Kerimbay.
CONTEXT
In May 2026, in the Zerenda district of the Akmola region, the technical launch of Qazaq Kaolin took place. The total volume of investment in the project amounted to 12 billion tenge.
The name of Kydyrgali Baibek was previously mentioned in the materials of the criminal case against the organised group of Yeldos Kospayev. In 2019–2020, structures linked to the case defendants sold him several properties in Almaty through AV-Construction LLP. It was alleged that the transactions were conducted at prices below cost.
