The Financial Monitoring Agency (FMA) is conducting pre-trial investigations in three regions of the country against contractors who built and were supposed to maintain mudflow protection dams and reservoirs.
According to the Central Communications Service, in Almaty, the director of a contractor organisation that had an agreement with the State Institution "Kazseleshchita" of the Ministry of Emergency Situations of the Republic of Kazakhstan is suspected of embezzling budget funds. The LLP implemented the project "Construction of a mudflow-retaining dam in the basin of the Aksai River". The preliminary amount of damage is 775 million tenge.
"A pre-trial investigation has also been launched into the fact of negligent attitude to duties, which caused grave consequences, against the head of the LLP that received the 'Magadzhan' dam in the Aktobe region into trust management. As established, in 2014 this dam was transferred into trust management to a private company for the purpose of running a fish farm. However, the LLP improperly fulfilled its duties for the maintenance and service of the dam," said the speaker.
Furthermore, in the Ulytau region, a pre-trial investigation has been launched against officials of an LLP that concluded an agreement with a state institution for 485.5 million tenge to carry out rehabilitation of the Zhezdy River.
"A control measurement of the project's implementation revealed that the contractor is actually not performing construction and installation works under the project totalling 282.5 million tenge. At the same time, in the absence of the aforementioned works, 400 million tenge has already been transferred to the LLP according to certificates of completed work," reported the official representative of the FMA.
Recall that earlier the prosecutor's office initiated a criminal case regarding the breach of the dam at the "Shcherbakovskoye" dam in the Ayteke Bi District of the Aktobe region. Due to the threat of flooding, local authorities evacuated 927 people, 215 of whom were children, from the village named after Zhurgenov.
After that, it was reported that there was another dam breach in the Aktobe region. This time, the dam of the Magadzhan Reservoir in the Tabantal rural district of the Khromtau district burst. The water reached Aktobe and flooded the Alga district.
Later it became known that in the Almaty region, a criminal case was opened regarding the breach of the dam at the Voroshilov Reservoir, as a result of which 2 settlements, home to more than 12 thousand people, were under threat of flooding. Some of them were urgently evacuated.
