The National Security Committee (NSC) has published a documentary film revealing new details of the criminal case against the former first deputy governor of the East Kazakhstan Region (EKR) Zhaksylyk Omar. The film also provides information about the work of the NSC's Anti-Corruption Service (ACS) and the investigation of other corruption cases.
WHAT DETAILS OF THE CASE WERE REVEALED
In the documentary film, it is reported that at the end of 2025, the former first deputy governor of the EKR Zhaksylyk Omar, according to the investigation, systematically extorted money from former subordinates and representatives of subordinate organisations. The department claims he promised assistance with career advancement, and if refused, threatened dismissal or demotion.
The film also states that on 4 February, part of the money was handed over to document the money-receiving scheme. Subsequently, NSC officers conducted a search at the former official's home in Ust-Kamenogorsk, where cash was seized.
WHAT THE INVESTIGATION ESTABLISHED
During his first interrogation, Zhaksylyk Omar gave a confession in the presence of a lawyer. During the investigation, an additional episode was established, classified under Part 3 of Article 190 of the Criminal Code of the Republic of Kazakhstan ('Fraud').
The court examined two episodes. The first concerned the receipt of a Toyota Camry worth 13 million tenge under the pretext of providing financial assistance. The second concerned the demand for a bribe of 20 million tenge from an akimat employee for patronage. Zhaksylyk Omar himself insisted it was a request.
On 3 April, the Inter-district Criminal Court of Ust-Kamenogorsk found Zhaksylyk Omar guilty of fraud and accepting a bribe.
The court sentenced the former official to 6 years in prison. Additionally, the court ordered the confiscation of the Toyota car and imposed a lifelong ban on holding positions in the civil service, judiciary, local government bodies, and the quasi-public sector.
WHAT WAS REPORTED ABOUT THE WORK OF THE NEW NSC SERVICE
According to the NSC, the creation of the NSC ACS was part of the reform of the public administration system. As part of the changes, the functions of identifying, suppressing, and investigating corruption crimes were transferred to the committee.
The Director of the NSC Anti-Corruption Service, Nurzhan Kusainov, stated that the unit is engaged in identifying and suppressing corruption threats affecting the strategic interests of the state, state resources, and economic security.
Since the creation of the ACS, 738 corruption offences have been registered, including 538 cases of bribery, 70 frauds, 51 embezzlements, 47 cases of abuse of trust, and 13 cases of abuse of official power.
Investigations have been completed for 691 criminal cases, of which 583 have already been sent to court. The total amount of identified damage amounted to 21 billion tenge. A total of 4.3 billion tenge has been returned to the state budget, and property worth 13.7 billion tenge has been seized.
