Murat Boribayev took charge of Jezkazgan after Kairat Shaizhanov left the post. Before his appointment as the new head of the regional centre, Boribayev served as akim of Satpayev.
WHO TOOK CHARGE OF JEZKAZGAN
The new head of Jezkazgan was introduced by the akim of the Ulytau region, Yesset Baiken. Murat Boribayev had previously held the post of akim of Satpayev, and has now taken charge of the administrative centre of the Ulytau region.
Boribayev was born in 1991. He graduated from Karaganda State Technical University, the Karaganda Economic University of Kazpotrebsoyuz and the Academy of Public Administration under the President of Kazakhstan. He has qualifications in metallurgy, economics and business, as well as a master's degree in public management.
MURAT BORIBAYEV'S CAREER
Before moving into public service, Murat Boribayev worked at Kazakhmys, where he rose from flotation operator to senior positions. From 2017 to 2024 he headed the Jezkazgan Concentrating Plants No. 1, 2 and 3 of the Zhezkazganstsvetmet production association. After that, Boribayev became akim of Satpayev.
According to Tengrinews.kz, in 2025 Boribayev received two reprimands. One was linked to failure to meet socio-economic indicators, the second to shortcomings in implementing the Taza Qazaqstan programme.
WHAT IS KNOWN ABOUT KAIRAT SHAIZHANOV'S WORK
Kairat Shaizhanov headed Jezkazgan from June 2022. Before leaving the post, he told the city's residents that over four years of work he had gained considerable experience, thanked the townspeople for their support and noted the importance of their appeals and criticism.
He began his working career in 2000 in the business sector. In 2007 Shaizhanov became akim of the settlement of Jezkazgan, part of Satpayev, and in 2009–2013 he worked as deputy akim of the city. He later held senior positions in the field of housing and communal services (HCS) and was akim of Osakarov district of Karaganda region.
In 2019 Shaizhanov moved to work at the NAO "NANOC", and on 28 June 2022 he was appointed akim of Jezkazgan.
WHAT ISSUES AROSE OVER SHAIZHANOV'S WORK
In 2025 Shaizhanov also received three disciplinary sanctions. The reasons cited were the untimely elimination of illegal rubbish dumps, insufficient implementation of the Taza Qazaqstan programme, and improper performance of duties which led to disruptions in water supply projects.
Earlier, media reports about the work of the city authorities had raised problems with roads, public amenities and communal infrastructure. In June 2023, the akim of Jezkazgan was given a reprimand after a meeting that discussed road repairs, maintenance of green spaces and other matters of the city's economy. At that time, around KZT 3.1 billion was planned for repairing inner-city roads.
