President Kassym-Jomart Tokayev has approved the updated composition of the Government of Kazakhstan. Most members of the cabinet of ministers have retained their positions, while the heads of four ministries have changed.
WHO NOW LEADS THE GOVERNMENT
The cabinet is still headed by Olzhas Bektenov. His candidacy for the post of Prime Minister was proposed by the Head of State and supported by the majority of deputies of the Kurultai.
The deputy prime minister bloc has largely retained its previous composition. Nurlybek Nalibayev remains First Deputy Prime Minister, Galymzhan Koishybayev — Deputy Prime Minister and Chief of the Government Staff, and Kanat Bozumbayev has continued in his role as Deputy Prime Minister.
Serik Zhumangarin has been reappointed as Deputy Prime Minister and Minister of National Economy, and Zhaslan Madiyev as Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development.
WHICH MINISTRIES HAVE RECEIVED NEW HEADS
The personnel changes have affected four agencies. Mukhtar Tileuberdi has once again taken the helm of the Ministry of Foreign Affairs, replacing Yermek Kosherbayev. Tileuberdi previously led the foreign policy agency in 2019–2023.
The new Minister for Emergency Situations is Murat Mukhanov, who has replaced Chingis Arinov. Prior to his appointment, he headed the Department for Emergency Situations (DES) of the Mangystau Region, and subsequently served as head of the ministry's apparatus.
The Ministry of Ecology and Natural Resources is now led by Alibek Kuantyrov, replacing Yerlan Nysanbayev.
Arman Kyrykbayev has been appointed the new Minister of Culture and Information, replacing Aida Balayeva.
WHO HAS RETAINED THEIR POSTS
Most ministers have continued in their previous roles. Among them are the ministers of internal affairs Yerzhan Sadenov, defence Dauren Kosanov, finance Madi Takiyev, transport Nurlan Sauranbayev, energy Yerlan Akkenzhenov and health Akmaral Alnazarova.
Also retaining their posts are the ministers of agriculture Aidarbek Saparov, education Zholdas Suleimenova, science and higher education Saiasat Nurbek, water resources and irrigation Nurzhan Nurzhigitov, labour and social protection of the population Askarbek Yertayev, tourism and sport Yerbol Myrzabosynov, industry and construction Yersaiyn Nagaspayev, trade and integration Arman Shakkaliyev and justice Yerlan Sarsembayev.
WHY THE GOVERNMENT HAS BEEN RENEWED
On 28 August, the Government of Kazakhstan resigned following the formation of the new composition of the Kurultai. Earlier, the country's parliamentary system had changed: a unicameral Kurultai began its work in place of the bicameral Parliament.
Following the elections on 23 August, five political parties entered the new representative body. The majority — 110 of 145 mandates — was secured by the «Adilet» party.
On 28 August, the first session of the Kurultai of the first convocation opened. On the same day, deputies elected Aibek Dadebayev as Chairman of the Kurultai.
