In the Baikonyr district of Astana, a drone captured the illegal dumping of construction waste. The violation was caught on the drone's camera during a routine patrol of the area.
HOW THE VIOLATION OCCURRED
According to NewTimes.kz, a 44-year-old truck driver of a SHACMAN lorry discharged liquid concrete waste in an unauthorised location. The violation took place on public land adjacent to residential and administrative buildings.
Footage from the drone was relayed to ground patrols. Following this, police officers identified the driver.
WHAT MEASURES DID THE POLICE TAKE
An administrative protocol was drawn up against the man. He has been held accountable.
For illegal waste dumping in Kazakhstan, fines are stipulated, the amount of which depends on the status of the offender:
- for individuals — from 86,500 to 432,500 tenge;
- for legal entities — from 432,500 to 4,325,000 tenge.
WHY THE POLICE USE DRONES
The police noted that drones help to identify such violations more quickly and record them directly at the scene. This allows information to be promptly relayed to patrol units and for offenders to be identified.
CONTEXT AND SIGNIFICANCE
The problem of illegal dumping of concrete and construction waste in Astana is systemic.
Earlier, a video circulated on social media showing concrete mixers discharging leftover concrete mixture directly onto a vacant lot in the capital. Another similar incident occurred on a developing avenue on Anet Baba Street. In that case, an administrative protocol was drawn up against the contracting company LLP «Ns Tekhgroup» under Article 505 of the Administrative Code of the Republic of Kazakhstan.
Individual complaints also concerned waste contamination near Maly Taldykol Lake, where residents reported the dumping of concrete residue and the storage of construction waste adjacent to a future eco-park. Citizens stated they feared potential damage to the coastal zone and the lake's ecosystem.
