A court in Bishkek has found a female citizen of Kazakhstan and a male citizen of Kyrgyzstan guilty in a case concerning illegal actions against minors. They have been sentenced to 12 and 11 years in prison respectively, with confiscation of property.
HOW THE CASE DEVELOPED
According to the State Committee for National Security of the Kyrgyz Republic (SCNS KR), the criminal case was opened in September 2024 under Article 167 of the Criminal Code of the Kyrgyz Republic ("Sale of Children").
The investigation established that a female citizen of Kazakhstan, A.A., and a male citizen of Kyrgyzstan, S.S., were suspected of organising a sustained channel for the illegal export of minors from the country. Both were detained and placed in a pre-trial detention centre.
WHAT THE INVESTIGATION ESTABLISHED
According to the investigation's version, the female citizen of Kazakhstan conspired with a male citizen of Israel, A.B., with the aim of obtaining monetary and other material gain.
The case materials state that three minors were purchased from the male citizen of Kyrgyzstan. It is noted that unlawful acts were committed against the children: they were undressed, photographed with a focus on intimate body parts, and these materials were distributed via messaging apps to third parties outside Kyrgyzstan.
Furthermore, the investigation established that the defendants obtained guardianship permission for two other minors, against whom similar acts were committed.
COURT DECISION
The collected materials were sent to the Pervomaisky District Court of the city of Bishkek.
On 12 March 2026, the court found the defendants guilty. The female citizen of Kazakhstan, A.A., was sentenced to 12 years in prison, and the male citizen of Kyrgyzstan, S.S., was sentenced to 11 years in prison. In both cases, confiscation of property was applied.
POSITION OF THE SPECIAL SERVICE
The SCNS reminded that violations of minors' rights carry criminal liability. The agency called on citizens to strictly comply with legislation and not allow the infringement of children's rights.
