AFM has completed its investigation into the case of petrol export to Kyrgyzstan

The Financial Monitoring Agency (FMA) has completed an investigation into a group of individuals suspected of organising the illegal export of AI-92 petrol to the Kyrgyz Republic. The criminal case has been sent to court.

WHAT THE INVESTIGATION ESTABLISHED

The investigation was conducted under the coordination of the Main Transport Prosecutor's Office. According to the investigation, the group consisted of 9 people.

To implement the scheme, 12 legal entities were registered, which were used for the purchase, documentation, and export of petroleum products.

HOW THE FUEL WAS EXPORTED

According to the investigation, to legalise the origin of the petrol, the suspects used the mini-refineries LLP "Қара Май ОйЛ" and LLP "Petro Bazis".

Formally, the enterprises provided compounding services—mixing AI-92 petrol with light distillate or solvent. However, as the investigation claims, no actual technological processing took place, and the activity was limited to transferring petrol into railway tank cars.

After this, fictitious documents were drawn up, according to which the fuel was declared as mixtures of aromatic hydrocarbons, solvents, or light hydrocarbon mixtures.

WHAT VOLUME IS INVOLVED IN THE CASE

Under the guise of petrochemical products, motor petrol was exported to the Kyrgyz Republic, including during a period of shortage of petroleum products on the domestic market of Kazakhstan.

The total volume of illegally exported petrol, according to the investigation, exceeded 190 thousand tonnes. The group's shadow turnover is estimated at more than 37.2 billion tenge.

WHAT HAPPENED AT "TURKSIB" STATION

During operational-search activities, during another attempted export, 8 railway tank cars containing petrol with a total volume of approximately 500 tonnes, destined for the Kyrgyz Republic, were detained at "Turksib" station.

The value of the seized fuel amounted to 138 million tenge. The petrol has been confiscated to the state revenue.

WHAT STAGE IS THE CASE AT

The investigation has been completed, and the criminal case has been sent to court.

Other information is not subject to disclosure in accordance with Article 201 of the Criminal Procedure Code of the Republic of Kazakhstan.
