AFM uncovered a scheme for illegal car registration worth 705 million tenge

In the Aktobe region, an investigation has been completed into a group suspected of illegally registering trucks and cars without paying mandatory fees. According to the investigation, the damage to the state amounted to 705 million tenge.

WHAT IS KNOWN

The investigation was carried out by the department of the Agency for Financial Monitoring (AFM) for the Aktobe region under the coordination of the prosecutor's office.

The investigation believes that the group members organised the illegal registration of 82 vehicles of categories N3 (saddle tractors) and M1 (passenger cars) on the territory of the Aktobe, Atyrau and West Kazakhstan regions.

The group consisted of 9 people, including a state traffic inspector and a notary.

HOW THE SCHEME WORKED

Clients were sought through messengers and online resources. Services were offered there for registering trucks without paying mandatory payments.

After reaching an agreement, the organiser passed data on the vehicles to an internal affairs officer. That person selected previously deregistered cars with similar technical characteristics.

Further, as noted by the AFM, fictitious purchase and sale agreements and powers of attorney were drawn up. Dummy individuals were also used, and documents were submitted through the special TsON for subsequent vehicle registration.

The case materials indicate that notarial acts were performed without the actual participation of the legal owners.

WHAT MEASURES THE COURT TOOK

By court order, the suspects' property was seized. Its value was estimated at 2.4 billion tenge.

Five suspects were placed in custody, while another three were placed under house arrest.

WHAT STAGE THE CASE IS AT

The criminal case has been sent to court. Other information is not disclosed in accordance with Article 201 of the Criminal Procedure Code of the Republic of Kazakhstan.
