The AFM investigation has uncovered the illegal import of lorries from China into Kazakhstan.

In Kazakhstan, the investigation into the illegal import of cargo vehicles that do not meet environmental requirements has been completed. According to the investigation, 20 units of vehicles with an environmental class of «Euro-2» were brought into the country through controlled companies, despite an existing ban.

WHAT THE INVESTIGATION ESTABLISHED

The investigation was conducted by the capital’s department of the Financial Monitoring Agency (AFM) in coordination with the Main Transport Prosecutor's Office. The investigation believes that a group of individuals organised the illegal import of trucks of the brand FAW through controlled limited liability partnerships.

The vehicles were imported from the People's Republic of China (PRC) under foreign trade contracts. According to the investigation, false information was used during customs clearance.

Specifically, fake vehicle safety certificates (SBKTS) were issued, showing an environmental class of «Euro-5» instead of the actual «Euro-2».

HOW MUCH EQUIPMENT WAS IMPORTED

According to the investigation, 20 units of specialised equipment were illegally brought into Kazakhstan. The total customs value amounted to more than 284 million tenge.

After importation, the equipment was sold through a chain of affiliated companies. It was then supplied under state procurement contracts for a total of more than 600 million tenge.

WHAT MEASURES WERE TAKEN BY THE INVESTIGATIVE AUTHORITIES

By court order, the suspects' property has been seized. The seizure includes 9 vehicles and an apartment.

One of the suspects has been placed in custody. Another two are under a written undertaking not to leave the area.

Further information is not disclosed in accordance with Article 201 of the Criminal Procedure Code of the Republic of Kazakhstan. 

WHY THE CASE IS LINKED TO ENVIRONMENTAL REQUIREMENTS

The AFM stressed that vehicles with an environmental class of «Euro-2» emit more harmful substances compared to transport meeting «Euro-4» and «Euro-5» standards, which increases air pollution levels and poses risks to public health.
