The Supreme Court has ruled to seize a plot of land in Atyrau belonging to the company 'Kipros' due to years of non-use.

According to ORDA, the site in question covers an area of 0.3 hectares on the embankment of the Ural River. The company owned by businessman Timur Kulibayev has held the plot since 2014 but has yet to begin construction.

In 2022, the Atyrau prosecutor's office discovered the plot was lying vacant. In 2023, an instruction was issued to Kipros requiring the land to be developed within a year; however, by 2024, construction had still not started.

Initially, the economic court of the Atyrau region ruled to seize the plot, but the appellate panel later overturned this decision, concluding that the company had taken 'sufficient measures'. A construction contract was signed, and the project was approved.

For its part, the Supreme Court determined that Kipros's actions were only taken after the instruction had been issued. It noted that land development should have begun within the first three years, not after 10 years.

Ultimately, the judicial panel of the Supreme Court ruled to forcibly seize the plot. At the same time, Kulibayev's company was ordered to pay the state duty to the state revenue.

To recall, last September, Majilis deputy Bakytzhan Bazarbek reported that businessman Timur Kulibayev is attempting to recover 34 million tenge from the Almaty city administration after a company under his control lost a plot of land on the territory of Al-Farabi KazNU.
