Companies linked to Timur Kulibaev are obstructing the execution of court rulings by failing to return land plots to the state.
According to Kursiv.media, Majilis deputy Bakytzhan Bazarbeck reported that in the Bostandyk district of Almaty, a court ruling required the seizure of 30 hectares of land from Halyk Bank and its return to the state. However, according to him, the land plot remains in the private ownership of individuals affiliated with Kulibaev.
"How are we to understand this? Is the oligarchy of Old Kazakhstan obstructing the execution of lawful court decisions?! Do they still think and operate as in the good old days?! Who is trying to not comply with court rulings?" – the deputy exclaims indignantly.
At the same time, Bazarbeck spoke about the alienation of land belonging to Al-Farabi Kazakh National University. He claims that companies controlled by Kulibaev, OMIREX and ATLAS DEVELOPMENT, have already had two university land plots seized from them by court order.
"…currently, court proceedings important for our country are taking place in Almaty courts concerning yet another former university land plot, where limited liability companies controlled by the oligarch have managed to erect a full-fledged 9-storey business centre along Al-Farabi Avenue", Bazarbeck noted.
It has become known that the court initially declared the land transfer transaction invalid. However, companies controlled by the businessman filed an appeal and, according to the deputy, are exerting "enormous pressure" on the court. According to his information, construction work on the plot continues despite the litigation.
Meanwhile, the Majilisman spoke about the construction of the AKKU café in the square named after Aliya Moldagulova and Manshuk Mametova, emphasising the connection of the café under construction to another company of Kulibaev's - Mercury Properties.
"According to the Land Code, there is a prohibition on the alienation of public land territory. But apparently this prohibition does not apply to the construction projects of the Kazakh oligarch", the deputy notes.
