The state is tightening funding for education and healthcare organisations.

The financing mechanism for a number of quasi-governmental organisations in the fields of education, healthcare and finance will be tightened on the recommendation of the Supreme Audit Chamber (SAC) from 1 January 2026.

According to the press service of the department, amendments to the Budget Code were initiated following a state audit of the consolidated financial statements (CFS) of the republican budget. 

"Through such mechanisms, the autonomous educational organisations 'Nazarbayev University' and 'Nazarbayev Intellectual Schools', the Social Health Insurance Fund (SHIF), the Astana International Financial Centre (AIFC) and a number of other organisations are financed annually", the statement said.

The Supreme Audit Chamber recommended that the Government consider changing the method of financing. The SAC noted that the current mechanism does not lead to an increase in state assets and does not ensure sufficient transparency in the spending of funds.

As a result, the new Budget Code excluded provisions providing for financing through targeted deposits and transfers. Instead, transfers to legal entities are being introduced.

As noted by the department, such transfers are allocated on the condition that organisations applying for them plan specific results in their strategic documents.

"The heads of legal entities receiving transfers are responsible for achieving the performance indicators set out in the development plans of state bodies, their long-term strategies and the passports of the relevant budget programmes. In addition, they are also responsible for the validity and accuracy of reports on the use of the funds received", the statement said.
