In Kazakhstan, it will not be possible to create new state organisations and enterprises for the next two years. The relevant resolution was signed by Prime Minister Olzhas Bektenov.
The document states that a moratorium on the creation of quasi-public sector entities will be in effect in the country until 31 December 2026.
"Exceptions include: the need to ensure the implementation of the Law of the Republic of Kazakhstan 'On the Return of Illegally Acquired Assets to the State', and special cases by direct orders of the President of the Republic of Kazakhstan", the statement says.
It is noted that the resolution was adopted as part of the implementation of the Decree of President Kassym-Jomart Tokayev of 8 May 2024 'On Measures to Liberalise the Economy'.
For reference, last year it became known that the comprehensive privatisation plan for the period 2021 to 2025 includes 669 assets belonging to the state and the quasi-public sector.
At that time, it was reported that in Almaty, 71 companies were planned to be put up for auction, which supposedly would allow the budget to be replenished by 12.3 billion tenge.
The then Minister of Finance Yerulan Zhamaubayev announced the sale or transfer to management with the right of subsequent purchase of 368 assets from the list of companies, which brought 312 billion tenge into the budget.
