The salary of Kazakh civil servants may depend on how their work is assessed by fellow citizens.

From 2025, citizens of Kazakhstan will have the opportunity to rate the work of government officials online.

According to Informburo.kz citing the Centre for Research, Analysis and Performance Evaluation under the Supreme Audit Chamber, by 2029 the work of all government bodies will be fully digitised, and officials with low ratings will see their salaries reduced. 

"Currently, research is being conducted on the full digitalisation of the work of the state apparatus. This is necessary to strengthen the relationship between citizens and government officials," the statement said.

It cites the experience of foreign countries that have long used such digitalisation methods as an example.

"The model envisages closer interaction with citizens and the digitalisation of government processes to enhance the transparency and efficiency of the state apparatus. An important aspect of the discussion was the study of international experience in civil service reform. Management models from countries such as the United Kingdom, Singapore, and the USA serve as examples for implementing best practices in Kazakhstan in the areas of meritocracy, digitalisation, and improving the efficiency of the state apparatus," noted the head of scientific projects at the Centre for Research, Analysis and Performance Evaluation, Bauyrzhan Bokayev.

It is noted that within the framework of the project, specialists have already developed a standard for assessing the knowledge and skills required for the performance of civil servants' duties.
