AI will help the government, but will not be able to replace officials?

The Government of the Republic of Kazakhstan has adopted a strategic document on the introduction of artificial intelligence (AI) technology into various sectors of the economy. 

As early as the beginning of February this year, at an expanded government meeting, President Tokayev instructed the implementation of the Concept for the Development of AI in Kazakhstan. 

According to experts, the use of artificial intelligence could increase global GDP by 14% by 2030. 

The government identified priority economic sectors for the introduction of AI. Namely, public administration, entities of natural monopolies in the oil and gas, mining, energy, transport, logistics, water supply and agricultural industries. 

As reported at the meeting, a set of measures is already being implemented in Kazakhstan to collect data from state bodies in Smart Data Ukimet, to which 93 information databases are connected. 

Furthermore, as part of infrastructure development, Kazakhstan is considering the deployment of a 'supercomputer', the construction of data processing centres, the creation of a national AI platform and the development of fibre-optic communications. 

A number of educational programmes aimed at studying and further working with AI are planned. 

However, as noted by Minister of Science and Higher Education Sayasat Nurbek, neither a 'supercomputer' nor artificial intelligence can replace officials. 

The minister cited the example of China, which showed that an algorithm cannot take the place of company heads. 

At the same time, the Ministry of Science and Higher Education is already working on the creation of a language model (LLM), which should have a beneficial effect on the development of cultural and linguistic heritage. 

The testing of the first large language model is planned for the third quarter of this year. 

Prime Minister of the Republic of Kazakhstan Olzhas Bektenov emphasised that the use of AI promises to simplify a number of production processes: risk assessment in healthcare, forecasting emergencies, and early detection of threats and cyber-attacks. 

The head of government instructed the Ministry of Digital Development, together with local executive bodies, to begin implementing the Concept for the Development of AI for 2024-2029. 

At the same time, the Ministry of Finance is to work on simplifying the procedure for leasing information and communication infrastructure facilities. 

The obvious advantages of artificial intelligence were bound, sooner or later, to lead to the introduction of AI into various areas of state policy. And at the same time, it is worth noting that artificial intelligence can both simplify and complicate the life of society. 

For instance, fraudsters are now increasingly using AI to deceive Kazakh citizens. 

Recall that a fake video was previously circulated online in which Kassym-Jomart Tokayev and the head of Kaspi.kz, Mikhail Lomtadze, were supposedly talking about a new project that would allow Kazakh citizens to earn from 2 million tenge. 

Meanwhile, fraudsters used artificial intelligence to create a video in which the President allegedly calls for support of a new investment platform created by Elon Musk.
