On the night of 22 to 23 October, residents of the 39th microdistrict of Aktau protested because of the cold in their apartments. Citizens even blocked the road and demanded a meeting with the city's mayor.
According to ORDA, at the same time, a video began circulating online showing people in uniform arriving at the protest site.
"They could not be identified as they were wearing balaclavas and hoods. Law enforcement officers behaved aggressively: they pushed back protest participants, and lifted and carried away one of the outraged residents", the message stated.
Later, the mayor of Aktau, Abylkair Baipakov, arrived to meet the citizens and listened to their complaints.
It is reported that at the same time, mass complaints about heating problems also began coming in from other residents of the city.
"Despite promises to start the heating season on 15 October, it is still cold in most homes. The city administration asked people to be patient", the message said.
Some time later, the regional publication Lada.kz reported that the Aktau City Administration had announced that heat was almost fully supplied to the city.
"As of 23 October, heat was supplied to 92% of residential buildings in the regional centre. Work to repair 35 bursts is ongoing", the message said.
Earlier in Uralsk, 59 families affected by floods were moved into a new building which still has no gas, hot water or heating. Local residents moved into the apartments on 17 September. They were promised that gas and heating would be connected by the end of the month, but this has still not happened.
Shortly before this, residents of apartment buildings in the village of Borovskoye, Mendykarinsky District, Kostanay Region, also complained about problems with heating.
