In the village of Borovskoye, Mendykarinsky District, Kostanay Region, residents of apartment buildings are complaining about heating problems.
According to the publication "Nasha Gazeta", the local MCP "Borovskoye ZhKH-2016" stated that the central boiler house was started according to schedule - on 8 October.
"At present, an emergency situation has arisen at the heat distribution unit regarding the repair of a gate valve. The fault has been rectified, the boiler house has been restarted, and the temperature regime will be brought back to normal", clarified the director of the enterprise, Anatoly Kaplun.
However, residents claim that it is cold in their flats, and they are forced to wear outdoor clothing indoors: jackets and autumn coats. In recent days, in the local chat group, villagers have been sharing photos of their thermometers. According to them, the temperature in their homes does not rise above 16°C.
"They are 100% sure of their impunity, which is why they are acting with such lawlessness. They will demand payment from 1 October. The corruption is happening right before everyone's eyes, and we can do nothing about it", writes a local resident.
The villagers claim they have yet to receive a clear answer from local authorities and have sent a complaint to the prosecutor's office.
Meanwhile, journalists report that the problem with heat supply in apartment buildings in the village of Borovskoye has been ongoing for several years.
In October 2022, a boiler at the village's central boiler house broke down. In December, the utility company replaced it using the local budget, but this did not fully solve the problem.
In January 2023, the villagers again complained about heating problems. At that time, they said the village boiler house did not have enough coal. For their part, officials assured that there was fuel, but it was of poor quality.
"The boiler house used 'Bogatyr' brand coal, which, according to them, could not fully provide heat to the apartment buildings in the village. People continued to complain about the cold. In February 2023, the Energy Department assured that the village boiler house had started mixing the available coal with 'Shubarkul' coal, which allowed for a partial increase in thermal energy output. And so the residents of Borovskoye managed to get through to the end of the heating season", the report states.
Recently, the Deputy District Akim, Miras Akhmetov, stated that a technical inspection of the heating networks showed the local boiler house and heating main to be 100% worn out.
"In autumn 2023, funds were allocated for the preparation of design and estimate documentation for a new boiler house and heating main. In July 2024, the project documentation passed the expert review, and a budget request was submitted to the Regional Housing and Utilities Department", noted the deputy akim.
Akhmetov said that the reconstruction of the heating network is planned for next year. According to him, the project cost is 2.1 billion tenge.
It will be recalled that earlier this week, it was reported that 85 houses in Saran, Karaganda Region, were left without heating. Local authorities failed to start up the new heat and power plant. At the same time, in September, the city's akim wrote that heating would be turned on as soon as the thermometer dropped to +10°C.
