During a government meeting, Prime Minister Olzhas Bektenov highlighted the risks of delayed completion of repairs at energy enterprises ahead of the heating season in several regions.
According to the press service of the department, in the Akmola Region, repairs to the backup boiler at the Stepnogorsk Thermal Power Plant have not been completed. In the Mangystau Region, the repair deadlines for two turbines at TPP-2 have been postponed. Slow progress is noted on the reconstruction of heating networks in Aktau.
According to the head of government, such problems are observed in every region.
"We must accelerate the ongoing work as much as possible. This situation indicates weak planning and a lack of strict control on the part of the akims," noted Olzhas Bektenov.
At the same time, the Prime Minister reported instances where KEGOC had issued permits to extend the repair deadlines for energy sources. In May of this year, the government ordered that such practices be stopped.
"Akims should personally participate in the commission assessing the readiness of energy enterprises for the heating season. Their operation without a winter readiness certificate is unacceptable," emphasised the head of the cabinet.
Bektenov warned that if the heating season begins without a readiness certificate, those responsible will be held accountable.
Furthermore, the head of government ordered the reactivation of regional headquarters for the heating season and to keep the energy sources of the cities of Ridder, Kentau, Ekibastuz, and Aktau under special supervision.
"I instruct the reactivation of the regional headquarters for managing the heating season. The operation of energy sources and networks must be regularly inspected. The heating season must start strictly on schedule, taking weather conditions into account," noted Olzhas Bektenov.
The Prime Minister instructed the Ministry of Energy, together with the regional akimats, to ensure the timely completion of repairs to heat sources and heating networks.
The Ministry of Energy, JSC "NC "Kazakhstan Temir Zholy" (KTZ), and regional akimats have been tasked with ensuring the timely supply of coal and fuel oil to energy facilities, as well as establishing control over the provision of coal to the population.
The Ministry of Industry and Construction and local akimats were ordered to ensure the full readiness of educational facilities by September 1st, and of healthcare facilities, housing and communal services, and the housing stock by October 15th.
The Ministries of Education, Healthcare, Science, and Higher Education were also instructed to monitor this issue.
