The akim of Saran Yerkin Baulikov, the head of the energy and housing and communal services department of the Karaganda region Tlektes Dosayev, as well as the first deputy akim of the region Azamat Taizhanov were punished for inadequate oversight of preparations for the heating season.
According to the 'Kazinform' news agency, Baulikov and Dosayev received a severe reprimand, while Taizhanov was given a disciplinary penalty in the form of a warning.
"For improper execution of their official duties, namely insufficient control over preparations for the heating season, my first deputy is to be given a disciplinary sanction in the form of a warning. The akim of Saran and the head of the energy and housing and communal services department are to receive a severe reprimand. I want to remind everyone once again that the task of providing high-quality heat supply in the winter period is a priority for us. The work must be carried out constantly! Each case will be given a strict assessment and the degree of responsibility will be determined", said the akim of the region Yermaganbet Buklepaev.
In turn, the akim of Saran reported that all boiler houses are now operating normally, and they are fully provided with a fuel reserve.
Recall that on 13 October, residents of Saran widely complained about the cold in their apartments. The next day, the city akim Yerkin Baulikov stated that the city would temporarily return to the old local boiler houses.
On 15 October, the issue of heating problems in the city of Saran was considered at a Government meeting. Prime Minister Olzhas Bektenov stated that those responsible would be held accountable. Furthermore, residents of Saran were promised a recalculation for the heat supply for October.
On 17 October, Minister of Energy Almasadam Satkaliyev announced the full connection of residential buildings and social facilities in Saran to the heating systems.
Recall that in December last year, in several cities of Kazakhstan almost simultaneously, people were left without heat during severe frosts:
- in Stepnogorsk on 8 December, a heating main was damaged, as a result of which 98 houses were left without heat;
- in Balkhash on 9 December, a heating network pipeline was damaged, a drop in temperature was noted in 45 houses;
- in Ekibastuz on 10 December, another accident occurred at the city thermal power plant;
- in Ridder on 10 December, due to a cable break, the second station boiler unit at the thermal power plant was shut down;
- in Temirtau on 10 December, at the state regional power plant, a slurry pump station stopped, as a result of which the station's boiler units had to be switched to reserve fuel;
- in Aktau on 10 December, a heating network was damaged in one of the microdistricts, 256 houses were affected by heating supply restrictions;
- in Kokshetau on 10 December, a rupture of the heating network pipeline occurred, 37 houses were left without heat supply.
It should be noted that the real heating catastrophe in Kazakhstan broke out in the winter of 2022. For example, Ekibastuz was left without heat and hot water in 30-degree frost, and in Ridder, due to a breakdown at the thermal power plant, almost half the city was left without heat. And this happened in almost all northern regions of the republic. At that time, the situation with thermal power plants, the level of wear and tear of their equipment and city heating networks across the country became a subject of investigation at the highest level. As a result, a number of responsible employees were punished.
In July of this year, it became known that JSC 'Pavlodarenergo', whose owners are businessmen Alexander Klebanov and Sergey Kan, transferred the assets of the Ekibastuz thermal power plant worth 3.7 billion tenge to the ownership of the Ekibastuz akimat. Among them are production and administrative buildings, as well as main and auxiliary boiler equipment.
